QUESTIONS & ANSWERS - 7/27/10 1) What is the extent of the model domain for the scenario model simulations? Will the Spokane River model will be run above and below Long Lake Dam and include Idaho? The range of tasks requires use of all of the model domain (ID, WA to Long Lake, and Long Lake to Grand Coulee). 2) There are three distinct CE-QUAL-W2 (W2) models. 1. a model below Long Lake Dam is part of the Lake Roosevelt model (calibrated: 2000, 2001 and 2002), 2. a model above Long Lake Dam to the WA-ID state line (calibrated: 1991, 2000, and 2001) and 3. a model is from WA-ID state line to Lake Coeur d'Alene (calibrated: 2001 and 2004) What time periods will the model scenarios are run for? If these time periods are outside the model calibrations above will the contractor be required to develop the model input files for the new time periods? Will model calibration have to be conducted? We expect 2001 to be the simulation year. Model is already calibrated and 2001 was one of the years used in calibration. 3) Who currently holds the latest version of each of these models listed above? EPA holds the latest version. 4) Task 1 lists 3 stakeholder model scenarios and then later discusses 4 confirmations on the stakeholder model scenarios. Can you please clarify the number of scenarios? Does this indicate 3 model scenarios will be run but then there will be 4 rounds of model output processing, review and analyses that leads to refined implementation of the same 3 scenarios? Or will the scenarios be changing after each confirmation? It is essential to understand how many model simulations will be run to understand the amount of model output to be post processed. There are 7 stakeholder scenarios confirmations, broken into groups of 3 and 4 due to timing. First 3 are during permit development, last 4 are during response to comments and supporting final permits. 5) Since Task 1 is focused on NPDES permit in Idaho, Is the Spokane River model to be run all the way through the Spokane Arm of Lake Roosevelt? No. Just the first two segments (ID and WA to Long Lake Dam) 6) Task 2 appears to be more clear, 3 model simulations per submittal, 3 rounds of submittals for a total of 9 model runs with output to process. Please confirm this understanding. Correct. 7) What is the spatial domain of the Spokane River used for pollutant trading model scenarios? Just the first two segments (ID and WA to Long Lake Dam) 8) In Task 3 there is a request for a QAPP to be developed? Is the scope of the QAPP only for conducting Task 3 or the whole project? Task 3 only, because 1 and 2 are confirmation of others' work, not EPA-contractor-developed model simulations. 9) What is the spatial extent of the models for this task? Output seems focused on the Spokane Arm below Long Lake Dam but will the 5 model scenarios include WA and ID reaches of the river above the dam? No. Long Lake Dam is upstream boundary of this work. 10) Page 3, after the bulleted list of sub activities under Task 3 the RFP states "for confirmations, the Contractor shall compare dissolved oxygen impacts in Lake Spokane using the same spatial and temporal averaging used in the final Lake Spokane TMDL." This section is distinct, not part of Task 3 description. Confirmation work is Task 1 and Task 2. Task 3 is original work with Long Lake Dam as upstream boundary. 11) Does this indicate the model confirmations for all scenarios in Task 1 to 3 should use the spatial and temporal DO averaging in Lake Spokane only? No, Task 1 and 2, not 3. Will other sites below Long Lake Dam be evaluated? Only for Task 3. Who has the latest version of the W2 code for conducting the spatial and temporal averaging? See Question #3 above. 12) Page 3, same paragraph "The Contractor shall compare results reported by stakeholders with its own model results." What stakeholder results? Stakeholder consultants are expected to apply the model (their own scenarios for future discharge and impact). Are these W2 model results generated by the stakeholders? Yes, in the future. Is this model results compared to data? No, these are "what if" scenarios using the calibrated model. Further clarification is needed here. 13) What is the format of the model requested? Does this include statistics (seasonal), time series graphs, animations of model results? Select time series plots at locations of interest, Lake Spokane DO impact tables (custom output already included in the model code), and Spokane Arm/FDR reservoir DO snapshots. No animations. This is a combined/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number RFQ-KS-10-00005 is applicable and is issued as a request for quotation. The solicitation and incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular to date. The requirement is Small Business Set-Aside with a NAICS code of 541690 (Other Scientific and Consulting Services) and a size standard of $4.5 million. DESCRIPTION: U.S. EPA Region 10 in Seattle, WA seeks to procure services for configuration and modeling tasks in support of TMDL implementation and further assessment of Spokane Arm in Washington. The specific areas of analysis are: Lake Spokane TMDL implementation: National Pollutant Discharge Elimination System (NPDES) permit issuance in Idaho, the Lake Spokane TMDL implementation: pollutant trading process and Spokane Arm water quality assessment. See the attached Statement of Work for further information. PERIOD OF PERFORMANCE: Award Date to November 30, 2011. All RFQ inquires along with all contract/technical questions must be submitted to Leeanna Wilder through email at wilder.leeanna@epa.gov by email. AWARD: Award will be made to the contractor who offers the Government the Best Value, considering price and other factors. Evaluation will be based on Qualifications, Past performance, Relevant Experience and price. Qualifications, past performance and relevant experience will be provided more weight in the evaluation process than price alone. CLAUSES: Wherever the words offer, proposal, offerors, or similar terms are used in this solicitation or in any applicable provision, they shall be read to mean quote, quotation, quoter, vendor, or similar corresponding term to reflect that this solicitation is a Request for Quotation not a Request for Proposal or an Invitation for Bid.
