Description
The Federal Bureau of Investigation (FBI) intends to solicit the Antenna Group of Virginia Polytechnic Institute and State University (VT), Blacksburg, VA, for engineering services to analyze non-linear electromagnetic techniques. The FBI intends to negotiate a sole source contract in accordance with the FAR 6.302-3, "Engineering, development, or research capability." The intended contract shall further establish and maintain study of these types of techniques in this field of study. The proposed contract type for this effort is an Indefinite Delivery Indefinite Quantity Task Order, Cost Contract. The proposed solicitation number is RFP-E010347. The intended period of performance is 5 years (base of 12 months with 4 possible option years). The contract shall not exceed 60 months. FY10 services funding is reserved to support the initial tasking. The ESTIMATED maximum to be paid over the lifecycle of the contract is not to exceed $4,900,000. The RFP will be released within 15 days of this announcement. The FBI will analyze non-linear electromagnetic techniques and their affects on equipment, such as antennas, to test for potential future practical application. Scientific research has demonstrated that linear antenna techniques yield size limitations. Analyses under this contract in the area of non-linear electromagnetic techniques are expected to improve the capabilities of such equipment. The FBI intends to negotiate a sole source contract with VT for the required engineering services. Any vendor proposing to have the necessary expertise to accomplish analysis in this field is invited to provide a capabilities statement to the CO identified in this synopsis for review and consideration prior to noon EST 8/9/10. The government is not responsible for locating or securing any information not identified or included for review and evaluation.
