Description
The Stratton Veterans Affairs Medical Center (VAMC), Albany NY intends to award a contract for A/E Services to EXPAND EMERGENCY DEPARTMENT. THIS ACQUISITION IS GEOGRAPHICALLY LIMITED TO FIRMS LOCATED WITHIN A 100-MILE RADIUS OF THE VAMC - ALBANY, NY and is unrestricted competition as prescribed by the Small Business Competitive Demonstration Program. The North American Industry Classification System code is 541310 and the numerical size standard is $4.5 Million. Award is subject to the availability of funds. Pertinent factors for consideration of qualifications for the Project Team, listed in order of importance are: (1) Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required. (2) Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team. (3) Professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within the time limitations. (4) Past record of performance on contracts with the Department of Veterans Affairs. (5) Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located. Work includes but is not limited to: 1A Services, including record drawing procurement and verification, field investigation and preliminary calculation to confirm the capacity and capability of the existing utilities, consultation/meeting with staff to establish program requirements and facility needs, development of options to address needs of using service, hazardous material assessment, and development of schematic drawings, cost estimate and report outlining the program requirements and the options developed complete with recommendations. A preliminary study is in progress that will aid with this section; the final report will be provided when complete. 1B Services include the development of contract documents for the implementation of the VA preferred option presented in Part 1A. This will include a complete set of construction drawings, specifications, engineering calculations, detailed cost estimate and all other tasks involved in the development of the same. Parts 2 and 3 services are also included, consisting of construction period services, site visits and a complete set of final as-built drawings in CAD format. The project scope includes A/E services for a project to: construct an 8,000-10,000 square foot addition to the main hospital building for a new Emergency Department. The addition is expected to be at grade, on the west side of the hospital between wings B and C, and connecting to the main building at the core where a smoking shelter currently exists. The location may be entirely or partially above an existing basement-level warehouse, which will need structural reinforcement for vertical expansion. The smoking shelter is expected to be relocated or rebuilt in a different location. The new Emergency Department addition is necessary to bring the Emergency Department up to VA standards for security, patient privacy, aesthetics, environmental control and functionality. Patient privacy will be addressed with private patient rooms complete with patient lifts. Infection-control isolation rooms and behavior-health rooms must be incorporated. Functionality will be increased by including a basic radiology setup within the new department. The addition will include new heating, air conditioning and ventilation including a new mechanical room, ductwork, tie-in to existing building controls, plumbing connections, waste, and vent piping, fixtures and trim, medical gas piping and outlets, fire protection and alarms and tie-in to existing alarm system, nurse call systems, electrical power, lighting, telecommunication and voice/data connections. As always, federal mandate requires that all new federal construction exceed ASHRAE Standard 90.1-2004 by 30%. Design and construction of a new pneumatic tube transport system to the B-wing pharmacy and pathological laboratories is included. Improvements and alterations to the existing roadway are required to account for ambulance transportation and parking, and relocation of an existing decontamination trailer. Construction is between $5,000,000. and $10,000,000. All interested parties are required to submit qualifications to the Contract Specialist on Standard Form 330.
