Description
The contractor will provide personnel, management, transportation, equipment, and any other items and services not Government furnished to control rats in up to 90 pair territories of endangered Oahu Elepaio bird (Chasiempsis sandwicensis) nests during the nesting season (December-June) at Moanalua, Palehua, Ekahanui, Schofield Barracks West Range and around other native resources such as tree snails (Achatinella mustelina) and endangered native plants at Ekahanui. All locations are on the Island of Oahu, Hawaii. This is a procurement of a recurring requirement. Services are currently performed under a separate contract. Current contractor is Pono Pacific Land Management, LLC., 3569 Harding Avenue, unit A, Honolulu, Hawaii 96816. Current contract is a base with 4 option years with an estimated contract price of $524K. Period of Performace is scheduled for 29 September 2010 through 28 September 2011 with 4 option year periods. This solicitation will be issued as a Small Business set-aside. Issued solicitation packages will be posted to the Army Single Face to Industry (ASFI) website (https://acquisition.army.mil/asfi). After the initial ASFI page loads, go to Contracting Opportunites Search, Select Contract Office: RCO Hawaii (PARC Pacific, 413th CSB), then Continue button. Interested offerors are required to submit their bids through this website. Any other means of bid submittal will not be accepted. Once the solicitation is posted on the website, interested offerors are responsible for monitoring the website until the closing date for any issued amendments or changes. Questions may be submitted via email to: ronnie.sakata@us.army.mil The following is a brief description of the solicitation (note: forthcoming solicitation may contain changes to items/descriptions and quantities): Control rats in the vicinity of endangered Elepaio and other susceptible native resources and monitor Oahu Elepaio. Rat Baiting Grid Design: The Government will design a rat baiting grid to most effectively protect the territories of breeding pairs of Oahu Elepaio at Moanalua, Palehua and Schofield Barracks West Range. In Ekahanui, the Government will design an extensive rat trapping grid to protect Oahu Elepaio and other susceptible resources. Administration of Rat Bait and Oahu Elepaio Monitoring: The contractor shall provide qualified, trained, and experienced personnel capable hiking in remote field sites, administering rat bait in accordance with the pesticide label and capable of monitoring (re-sighting, nest searching and monitoring) Oahu Elepaio. Specific experience with Oahu Elepaio is required and cannot be substituted with other bird monitoring experience.
