Description
The United States Postal Service is seeking General Contractors to prequalify for an Indefinite Quantity Contract/Job Order Contract (IQC/JOC) for repair and alterations projects in NORTHERN CA, SAN FRANCISCO, EAST BAY & CENTRAL VALLEY AND BAKERSFIELD. A Job Order Contract is an indefinite quantity contract in which the contractor will perform a series of individual projects at different Postal Service facilities. The term of the contract will be for one year, with four bilateral one-year renewal options. The initial contract amount will be $1,000,000 and can be increased by modification and consent of surety in increments of $500,000 to a maximum of $9,900,000. Construction cost and performance time will vary for each individual work order; work orders can be up to $750,000. Performance and payment bonds will be required from the successful contractor. Description of Work: An indefinite quantity contract is a contract pursuant to which the contractor will perform a series of individual projects at different Postal Service facilities within the geographic area described below. The proposal includes a Unit Price Book containing over 85,000 construction tasks with preset unit prices. All unit prices are based on local labor, material and equipment prices including the current prevailing wages. The proposal also includes Technical Specifications which set forth the quality of workmanship and quality of materials required for the construction tasks. The work may involve alterations, repairs, improvements and maintenance of U.S. Postal Service owned and leased facilities. Examples of interior work: painting, installing stud/gypsum board walls, installing lockboxes, relocating HVAC ducts or electrical outlets, plaster repair, wood refinishing, floor replacement. Examples of exterior work: asphalt/concrete paving, installing sidewalks, curbs or gutters, excavation, waterproofing, roofing, decking, exterior painting, security fencing and landscaping. Requirements and Management Plan Evaluation Factors: The Postal Service is interested in selecting the most highly qualified contractors for prequalification. Minimum requirements for prequalification are: Contractor should have an office located in the geographical area indicated below; contractor must be licensed in California or provide a copy of application for such license; contractor must have been in the construction business under the firm’s present name for at least five consecutive years; contractor must be able to provide proof of bonding with a minimum aggregate dollar amount of $3,000,000; contractor must certify that the company meets minimum computer requirements. Additional information concerning the minimum requirements is in the prequalification package. Evaluation factors are detailed in the prequalification package and include financial capability, experience, references, and safety. As part of the prequalification package, contractors will submit Multipliers for each geographical area applying for. If awarded a contract, these multipliers will apply to each unit price in the Unit Price Schedule. The Postal Service intends to award one or more Indefinite Quantity Contracts, (IQC/JOC) for repair and alteration projects within the geographic area (s) described below. Geographical Area: NORTHERN CALIFORNIA: Alpine, Amador, Butte, Colusa, Del Norte, El Dorado, Glenn, Humboldt, Lake, Lassen, Mendocino, Modoc, Napa, Nevada, Placer, Plumas, Sacramento, Shasta, Sierra, Siskiyou, Solano, Sonoma, Sutter, Tehama, Trinity, Yolo, Yuba; SAN FRANCISCO: Marin, Monterey, San Benito, San Francisco, San Mateo, Santa Cruz; EAST BAY & CENTRAL VALLEY: Alameda, Calaveras, Contra Costa, Fresno, Kings, Madera, Mariposa, Merced, San Joaquin, Santa Clara, Stanislaus, Tuolumne; BAKERSFIELD: Inyo, Kern, Mono, Tulare counties General contractors selected as being the most qualified will be placed on the JOC prequalification list for a five-year period for the geographical area. Current JOC contracts in the above geographical areas may submit prequalifications and proposals for their existing area, and for other areas they may qualify for placement on the prequalification list for the five-year period, however, they will not be considered for a new contract until their existing contract expires or reaches the maximum contract amount. Prequalification Meetings to review prequalification and proposal submittal requirements will be conducted at the following locations, days and time. Contractors are only required to attend one of the meetings even if they chose to submit for multiple geographical regions.
