- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx.FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. This Request for Information is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). The Government does not intend to pay for any information furnished pursuant to this Request for Information (RFI). The Electro-Optics Division at the Naval Surface Warfare Center Crane Division provides guidance and support for Acquisition, Source Selection, Engineering, Maintenance, and Contract Administration Plans for Electro-Optics Sensor Systems. NSWC Crane seeks to develop an EO system primer to understand the tradeoffs in defining specifications for an EO system. Trades offs in optics design, sensor selection, matched or mismatched sensor resolution and pixel pitch, video enhancement, user interface, environmental specifications, video encoding, system cabling and data transfer, target tracker, and system displays. A special emphasis will be placed on system trade off information relevant to selecting available or future gimbaled EO Systems in the 8-15 inch diameter range. The government may choose to visit, or host a visit from, any potential sources following the initial response. Information submitted will be used to define a Capability Development Document (CDD) for the future Electro-Optic Systems. Information may be submitted by any non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. NSWC Crane encourages participation by small business, small disadvantaged business, HUB Zone small business, woman-owned small business, veteran-owned small business, and historically black colleges and universities and minority institutions (HBCUs/MIs). Interested parties are strongly encouraged to submit an initial synopsis. This information should not exceed 15 pages or slides, with a summary of the technology, a product description, specifications, current Technology Readiness Level (TRL) and a rough order of magnitude (ROM) cost estimate for 2-10 systems. Offerors should submit the information electronically. It should be noted that the Government plans to utilize employees from Science Applications International Corporation (SAIC), Wexford Group International (WGI), Booz Allen Hamilton (BAH) and possibly other direct Government contractors as advisors to the Government. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All information provided becomes U.S. Navy Property and will not be returned.
