Description
In accordance with AMS Policy 3.2.1.2.1, the purpose of this market survey is to solicit statements of interest and capabilities from interested business concerns. The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC), Atlantic City International Airport, New Jersey, has a requirement for long-term operation and maintenance services to ensure that various sites located at the William J. Hughes Technical Center are compliant with both the New Jersey Department of Environmental Protection (NJDEP) and Environmental Protection Agency (EPA) mandated schedules. An Indefinite Delivery/Indefinite Quantity contract with a base performance period of one year with two (2) one year options is contemplated. This is a full and open competition with the applicable North American Industry Classification System (NAICS) code of 541330; size standard $4.5M. Only firms licensed to practice or offer professional engineering services in the state of New Jersey shall be considered. This requirement shall consist of a transition period beginning September 24, 2010 and ending on February 9, 2010 to enable the follow-on contractor to familiarize themselves with the facilities, operations, and NJDEP reporting requirements. The follow-on contractor will commence full operation and maintenance (O&M) activities on February 10, 2011 and shall not exceed three (3) years in the performance of O&M activities beyond that date. Background: The FAA William J. Hughes Technical Center (Center) is listed on the Superfund National Priority List (NPL) and the majority of the work will be mostly on Areas of Concern (AOCs) that caused the Center to be placed on the NPL. Work will consist of operation and maintenance of hazardous waste site remedial actions and related project facilities including but not limited to the following: wastewater collection and treatment systems; groundwater extraction treated effluent sprinkler systems, reinjection galleries, and injection wells; gas collection and treatment systems, and surface water collection systems. Certain contractor personnel shall be permanently assigned to the contract and are considered "Key" Personnel. Key Personnel shall be required to have certain educational and/or work experience. Key Personnel shall consist of the following: Program Manager; Site Health and Safety Officer; Quality Control Supervisor; Project Hydrogeologist; Project Geotechnical Engineer; Project Environmental Engineer; and Operations Manager/Chemical Process Engineer. This market survey is for informational purposes only and shall not be construed as a commitment or promise to contract by the Government. The Government will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the vendor's expense.
