Description
Request for Information (RFI) for Air Force Network Integration Center's (AFNICs) Information Assurance Policy & Field Support PURPOSE: This is a Request for Information (RFI), as defined in Federal Acquisition Regulation (FAR) 15.201(e). The Government is issuing this RFI in an effort to understand market availability, technical characteristics, and functionality of Information Technology (IT), tools, or products capable of satisfying the technical, functional, and/or operational capabilities described in this RFI. This is not a request for proposal, request for quotation, or an invitation for bid, nor does its issuance obligate or restrict the Government to an eventual acquisition approach. All information received from this RFI will be used for planning and Market Research purposes only. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the outcome of the information received. TARGET AUDIENCE: This Sources Sought Synopsis is also interested in outreaching to small business and gauging small business capabilities. As such, small businesses are highly encouraged to respond. Small business responses will be used to assist the agency in performing market research to determine whether or not there are two or more qualified and capable Small Businesses to provide the aforementioned service Affirmative responses must be received by 30 July 2010, 3:00 pm, Central Time, to be included in this solicitation. I NSTRUCTIONS TO VENDORS : If the Government has additional questions or a need for information vendors will be contacted and asked to provide additional information. AFNIC recognizes that vendors may include proprietary information and trade secrets in their responses. AFNIC will treat all responses with the same level of content security as afforded source selection sensitive documents. AFNIC is not responsible or liable for any costs incurred by vendors in the response to this RFI. RFI Process Because of schedule constraints, questions will not be entertained for this RFI. BACKGROUND Historical Services The AFNIC Assessments and Validation Directorate, Strategy Division (EVP) develops and interprets Air Force Information Assurance (IA) policy and procedures to ensure the Air Force complies with applicable National, Department of Defense (DoD), and Air Force (AF) policies and procedures in support of Secretary of the Air Force (SAF/A6) governance. EVP formulates and make recommendations to the Secretary of the Air Force Communications Division (SAF/A6) on publishing & implementing governance contained in directives, instructions, manuals, memorandums, and standards. EVP generates reports and recommendations to improve the security posture of the systems, networks, personnel, and/or guidance documents and submit recommendations to AFNIC leadership. OBJECT Projected Services AFNIC/EVP requires contract support to ensure the effort of policy, controls and compliance recommendations are updated so as to provide guidance and direction to implement and comply with Federal, DoD and specifically Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) governance. This is to ensure networks, circuits, enclaves and operating systems pose minimal risk to the DoD and AF Global Information Grid (GIG), interfaces and interconnecting systems that reside on the network. Support services are required for, IA Policy (Communication Security (COMSEC), Computer Security (COMPUSEC), Emission Security (EMSEC), Certification & Accreditation (C&A)), and field level support. Extensive knowledge of the DoD IA policies is a requirement to support policy writing and field level support for over 300+ Air Force installations. SCOPE The required skills necessary to complete the defined tasks for support to the AFNIC in order to meet the information assurance/information protection activities associated with this mission. Specifically, the following is required: 1) Assess the security posture of the IT system and determine the risk of any existing vulnerabilities to the Air Force network. 2) Provide Air Force Certifying Authority (AFNIC/EV) policy interpretations on IA policy and IA Controls applicable to Air Force IT systems and those Joint IT systems that request connection to the Air Force network. 3) Complete EMSEC validations for facilities that process SECRET data on the Air Force GIG. 4) Perform COMPUSEC policy interpretations and guidance (i.e. Ports, Protocols, and Services, Notice and Consent, etc). 5) Ensure auditing of all COMSEC materials and records mandated by the National Security Agency and defined in NSTISSI 4005, accomplishing "staff assistance" by reviewing and assessing processes, identifying problems, providing assistance to help resolve the problems, recommending solutions and addressing and solving wing-level Information Assurance issues. 6) Provide guidance for all IT and IA personnel across the Air Force regarding Certification & Accreditation policy. 7) Field support will also be accomplished in the form of training through VTC, policy documentation, discussion forums, user guide scripts and distribution, and DCO sessions. Guidance for personnel across the Air Force regarding IA policy changes, unclear policy areas, interpretations, and waiver procedures will be provided by personnel hired under this contract. This may require modified work schedules on occasion to adequately support IA professionals across multiple time zones. Specifically, this work is required to: 1) Resolve requests from the Air Force to interpret Air Force IA policy 2) Resolve requests for support from Air Force IA offices. This effort supports the proper operation of Air Force IA systems through reduction of vulnerabilities, control of configuration, and guarantee of IA awareness through the entire chain of command. Knowledge of web development and site management is required to provide all Information Assurance Community of Practice and IA Web Site administrative support functions. Technical Requirements The contractor must meet the following minimum requirements: •1. Contractors hired as Policy Writers and the Contract Lead must have an IAM Level III certification. Contractors hired for IA Field Support and IA CoP Web development must have an IAM Level 1 certification at a minimum. •2. Contractors must have thorough knowledge of Microsoft Office products and SharePoint for proper documentation of all required tasks. SECURITY CLEARANCE: This effort involves the contractor having access to FOUO, Confidential and classified information/material. The contractor shall provide personnel with clearances up to the "SECRET" level. RESPONSES: Responses to this RFI are to be submitted via email to beverly.szugye@us.af.mil no later than 30 July 2010, 3:00 pm, Central Time. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
