Description
Ink Jet Printing System Requirement The U. S. Census Bureau, National Processing Center (NPC), Jeffersonville, Indiana is issuing this notice as a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation 51-SO-BC-10-00099 is issued as a Request For Quote (RFQ). This solicitation and incorporated provisions and clauses are those in effect through FAC 2005-43 dated 2-July-2010. DESCRIPTION: CLIN0001 : One (1) New (not previously used or installed at a location other than the manufacturer's facility) Kodak DS5300 Printing System or equivalent (see FAR 11.104). System to include the following: One (1) DH5300 Print heads Active One (1) DH5300 Print heads - Spare One (1) DT2 Fluid Controller One (1) CS400 System Controller One (1) CD130 Data Stations One (1) Consumables Kits One (1) Catch pans One (1) 20-Liter Cubitainer Print Station Fill Kits 6001096-1 One (1) Banner Cue Sensors One (1) Tach Encoders Gear Type One (1) Single 38 Mounts with fine adjustment One (1) Ink and Replinisher sets 5300 One (1) DP5120 Printers One (1) DH5120 spare printheads One (1) IJPDS Interface units One (1) 5120 Printhead mounts One (1) Rollaround bases One (1) ink & Replinisher sets 5120 6001040-05 One (1) I/O boxes One (1) Stacker Controller systems RFQ-P060085 One (1) KR 215 Inkjet base with 36 extension One (1) Kirk Rudy 703 Stackers One (1) 12 Sorting Conveyors Minimum Ink Jet Printing System specifications/characteristics: 1. Controller: Windows XP operating system. Minimum requirements for System Controller/CPU - IBM compatible Pentium IV with 512MB RAM, keyboard input and 17 inch LCD touch screen color monitor. The CPU must be at least a Pentium II operating at 333 MHZ. 3.5" 1.44 MB diskette drive controlled by CPU for input and programming. Minimum 20 GB, 7200 RPM hard drive. Removable media CD/DVD ROM drive or equal with a minimum 780 MB capacity. The system must be compatible with all networking protocol supported by Windows XP operating system, and include hardware/software for connection to the same. Network is category 5 level. Data acceptance from hard disk, diskette, and LAN are necessary. It must have read and write capability to all devices in this specification section. Provide control signals to the stacker to indicate zip, bag, and other mail sort breaks. Maintain a log file of system errors relative to the data file being printed. The CS400 software must be an exact version of software currently being used, VERSION 5.0.722 DATED 8-21-7. 2. Document Transport System: Transport documents ranging in size from 3" x 5" to 14" x 19". The thickness of the document may vary from 20-LB stock to 110-LB index. Transport multiple pages up to.625 thick. Maintain document registration of plus or minus.0625 inch. Provide document transport stop control. Be capable of variable speeds up to 400 feet per minute and be able to detect jam and signal (stop) at all speeds. Provide stable mounting brackets for ink jet. Utilize a D.C. drive motor. If vacuum is used, the vacuum pump must be equipped with a silencer package. Provide for conveyor speed adjustable from the transport. Provide for a power requirement of no more than 250 VAC with 30 Amp load. Feature an emergency cut-off. Feature mounting brackets for Accu-Sort laser scanner. Power is not to exceed 120 volts AC at 20 AMP with 60hz. 3. Conveyor: Be able to convey any of the documents described in the document transport specifications. Have a DC drive motor of sufficient size to accommodate the conveyor and feature variable speed, adjusted from main transport control panel. The top speed must be sufficient to interface with the top document transport rate. Have an adjustable height with a minimum range of four (4) inches in relation to the document transport. Have a minimum length of twelve (12) feet. Be easily attached/detached to document transport. Power is not to exceed 120 volts AC at 20 AMP with 60hz. 4. Stacker Control: Ramp and stacker solutions need to be separate units from each other. Similar to Kirk Rudy Model # 703, SER# 1299213 with Stacker controller Kodak Versamark Programmable I/O box. Accommodate all document sizes specified in the document transport section. Have an easily accessible emergency cut-off switch. Be easily removed and attached to the system. Feature power requirements not to exceed those of the document transport. Be synchronized with the document transport and the ink jet printer. Feature a minimum speed of 10,000 documents per hour. Provide a physical break in the mail stream reflecting bag, bundle, and zip code breaks. Provide status indicators such as jam. Power is not to exceed 120 volts AC at 20 AMP with 60hz. 5. Ink / Fluids: A minimum quantity of five (5) U.S. gallons of ink of sufficient quality and compatible with the proposed system. All ink/fluids must be water based. The ink jet printing system shall operate effectively in temperatures ranging from 62 degrees F. and 80 degrees F. and with a relative humidity of 35% to 65%. 6. Power: The power requirements of the ink jet printing system shall not exceed 250 VAC and 40 Amps. Stacker- Power is not to exceed 120 volts AC at 20 AMP with 60hz. Conveyor- Power is not to exceed 120 volts AC at 20 AMP with 60hz. **No Dryer Requested**. 7. Safety: All equipment and supplies must meet or exceed minimum OSHA noise and safety requirements and EPA environmental requirements. 8. Technical Documents: Provide all manuals required for repair and operation of the complete "Inkjet Printing System" described in CLIN0001, including, but not limited to service, parts, and operator's manuals. The awardee will also provide schematics and logic diagrams required for in-house maintenance and programming. 9. Warranty: Minimum one year warranty covering all parts, labor and incidental expenses on the "Ink Jet Printing System" described in CLIN0001. CLIN0002: Option for extended period maintenance agreement for the "Ink Jet Printing System" described in CLIN0001 which includes all costs associated with preventative maintenance and repair service per year, renewable for up to 3 additional years. Maintenance period is to begin at the expiration of warranty period. CLIN0003: All labor, materials, tools, equipment and incidental items required to install and make ready for operation in all respects the "Ink Jet Printing System" described in CLIN0001. CLIN0004: All costs associated with on-site training at the NPC facility for twenty-four (24) operators and six (6) programmers in operation and programming, and for (6) maintenance technicians in maintenance procedures on the "Ink Jet Printing System" described in CLIN0001. The U. S. Census Bureau anticipates one award resulting from this notice. Delivery is FOB destination to: U. S. Census Bureau, Building 60F, 1621 Dutch Lane, Jeffersonville, IN 47132. Delivery not later than: 30-SEP-2010.
