Description
55 CONS/LGCZ, Offutt AFB, NE intends to award a two month sole source extension to Northrop Grumman Space & Mission Systems under authority of 40 U.S.C. 121(c), FAR 8.405-6 and DFARS 208.405-70. The specific circumstance that justifies restriction for this acquisition is FAR 8.405-6(b)(2). The continued work is a logical follow-on to the original Federal Supply Schedule order and was competed and awarded in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not issued under sole source or limited source procedures. The contractor shall continue to provide Nuclear Weapons Effects Scientific Analysis and Reporting Support for USSTRATCOM / J3. The primary objective of this task order is the continued analysis and support of areas pertaining to survivability over a broad range of mission areas and systems at Offutt Air Force Base, NE. This task order provides Advisory and Assistance (A&AS) support for scientific and technical analysis and support in order to properly characterize nuclear weapon effects and determine the potential impact these effects will have on USSTRATCOM mission areas. A Top Secret clearance with eligibility for Special Compartment Information (SCI) and Nuclear Command and Control/Extremely Sensitive Information (NC2/ESI) is required for contractor personnel. The current effort is undergoing a contractor to civilian conversion. However, the conversion process is not expected to be completed by 31 Jul 10, the end date of the current period of performance. Therefore, the Government intends to extend the current task order for two months (1 Aug 10 through 30 Sep 10) to allow time for completion of the contractor to civilian conversion process. This notice is neither a request for a competitive proposal nor a solicitation for offerors. A determination by the Government to not compete this requirement is based on responses to this notice and is solely within the discretion of the Government. This notice should not be construed as a commitment by the Government. If your company has the capability to provide Nuclear Weapons Effects Scientific Analysis and Reporting Support services at full performance starting 1 Aug 10 through 30 Sep 10, provide a capability package to the Contracting Officer and a copy to the Contract Specialist by the response date, 23 Jul 10.
