- 1. Sole Source Justification 2. Authority FAR 6.302-1 3. The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) Center for Plant Health Science and Technology (CPHST) Buzzards Bay, MA intends to award a sole source contract to Varian Inc. 2700 Mitchell Drive, Walnut Creek, CA 94598, Agilent/Varian 490 Micro GC. Varian is the only source known to supply this item, and factory modify it to meet the program requirements as follows. 4. The 490 has a unique Auto Ranging capability where a single injection of gas with very large and very small amounts of gasses can be accurately measured. This is an important feature for us as it will allow us to use the 490 to monitor fumigations with multiple gases. (e.g. SO2 and CO2) 5. The 490 has a superior injector design reduces internal dead volume and improving reproducibility, making the unit easier to use. 6. The 490 offers the ability to vary the sample volume so we can adjust the amount of gas introduced onto the system to optimize the response. This is particularly important in fumigation monitoring as it allows us to take very small samples from small scale fumigation chambers where we don't want to reduce the concentration, while still having the convenience of being able to plumb the GC into larger chambers. 7. The 490 has user removable modules for quick and easy reconfiguration and repair with exchangeable GC channels! Flexibility. Modules have a unique Electronic Data Sheets EDS which allow for immediate start up and storage of operational history and last used methods 8. The 490 can be configured as a standalone benchtop unit or it can be easily transported in a field case, this feature also suits are needs as we can set it up temporally in our quantine facility for small scale fumigations, and also use it for off site work with quarantine fumigations in our parts of the US 9. Service is arranged on site, we don't have to package the package the unit and ship it in for lengthy depot repair. We have 5 other Agilent GCs on site in the lab, we have had good experience with the service technicians. 10. A determination by the Government not to compete with this proposed contract based on responses to this notice is solely within the discretion of the Government. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR12. Number note 22 applies.
