Description
Copy of the USDA Patent The United States Department of Agriculture - Animal Plant and Health Inspection Service (APHIS) Veterinary Services (VS) anticipates a sole source procurement under the authority of FAR 6.302-1 for the following requirement: Four Post Deer Treatment Station (Dandux Outdoors). The USDA-APHIS-VS Texas office is currently fighting an outbreak of Texas Fever Ticks. This pest is highly fatal to cattle. White tail (and other) deer contribute significantly to the spread of this disease. USDA ARS (Agricultural Resource Service) developed and patented a tickicide applicator for deer. Currently CR Daniels (Dandux) is the only commercial licensed manufacturer of this treatment station. Since USDA developed the product the patent is available for other contractors to use to manufacture this item solely for use by the Federal Government. If a company is interested in manufacturing this product please contact the contracting officer (information below). A copy of the patent is attached as a reference. Dandux outdoors has an exclusive commercial patent license to manufacture a four post deer feeder adapter which applies tickicide with Agricultural Resources Services. The Notice of Intent to grant the American Lyme Disease Foundation an exclusive license to the referenced patent was published in the Federal Register on September 14, 2000. No objections were received. The patent will expire August 10, 2013 This station has been modified to be a 2 post treatment station. ARS patent lawyers have found that this modification falls under the four post patent and license agreement. The current order is for 300 deer feeder adapters. Interested sources that are capable of providing the equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small business concerns are encouraged to participate. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive (i.e., non-brand name) procurement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this supply and service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary. Closing date for submission of Statement's of Capability is Wednesday, August 4th at 1500 Central Standard Time.
