- QUESTION 1: We have a question regarding the provisions for final payment. Submitting the final report for the sole approval of the COR leaves a lot open for conjecture. It seems too subjective to be regarded as a definitive objective. Can this be reworded to state something more attainable in terms of fact? ANSWER 1: The purpose of the Definitional Mission Final Report is to assess and justify whether or not USTDA should provide funding for the proposed study, technical assistance, or other trade capacity building activity(ies). The provisions of issuing final payment upon approval of the final report is a standard USTDA practice. The COTR shall review and approve the Final Report and approve the Final Report based on the specifications outlined in RFQ.
