Description
This is a notice of intent to award a contract on a sole source basis to Scipar Inc., located in Williamsville, NY. As provided under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Bureau of Reclamation, has a requirement for Supervisory Control and Data Acquisition (SCADA) System Maintenance Support services. This includes the purchase of technical support to diagnose and repair system failures with the SCADA system and for the purchase and installation of associated materials, equipment, supplies, services, personnel and all other resources to perform the SCADA services. This acquisition requires performing specific services outlined in the Statement of Work as directed by the Contracting Officer and as specifically identified in task orders. The SCADA system provides in-plant control and limited status reporting for a hydroelectric power generating and water control facility. The controlling software for this system is written in FORTRAN programming language. Knowledge and skill in this language and with similar applications is a critical element of qualifications for this work. Hardware components include a mix of analog and digital devices of varying age. Firmware is similarly varying in age. Knowledge and experience of hydroelectric power generation and water control facilities and processes for purposes of effective management of SCADA with various components is a critical qualification requirement for this work. The contractor shall provide all professional, technical, and related services necessary in receiving assignment, planning and supervising work, estimating costs, checking work progress, checking completed work, reporting results and training plant staff on systems operations and maintenance. The controlling software of the SCADA system, which is the key component of this system, is proprietary to Scipar. Scipar designed and installed the SCADA system. The NAICS for this action is 541511, which has a small business size standard of $25 million. Award is anticipated in October 2010. The resulting contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) type contract with fixed rates for technical services support. All responsible sources may submit a quotation, capability statement, proposal, explanation and evidence as to how your company will manage, maintain, and repair this SCADA system, including proprietary system software, and provide user and maintainer training, by August 04, 2010 which shall be considered by the agency. The contract award information will be posted on the Federal Business Opportunities (FBO) website at http://www.fedbizopps.gov.
