- This is a sources sought notice and is not a request for proposal. This sources sought is to determine if there are certified 8 (a) small businesses that are qualified and capable of Environmental Conservation Management and Support Services on Fort Bliss, Texas. The major effort under this program will include: The procurement by Delivery Order of professional Environmental Management and Management Support services that will include intermittent cultural resources and natural investigations, National Environmental Policy Act (NEPA) compliance support and documentation, and program management suppport activities. Services required include, but are not limited to: 1) Cultural resources: documentary research, field investigation at all levels of intensity and documentation, laboratory and data analysis, evaluation of eligibility for the National Register of Historic Places, preparation of National Register nomination forms, assessment of project impacts, construction, archaeological monitoring, curation, development of mitigation and monitoring plans, data recovery, predictive modeling, computerized information development and management, geographical information system input and management, geomorphological investigations, condition assessment of historic structures, architectural design for adaptive reuse or compatible structures, building maintenance and repair plans, conservation planning and treatment plans, conservation treatment, building materials analysis, restoration plans, 2) Natural Resources: monitoring of plant communities, threatened and endangered species survey and management planning and execution, impact analysis, and hunting program support 3) NEPA: preparation of environmental impact -statements and environmental assessments, and all levels of report production and 4) Program Management: services that support environmental management, and program management on-site support and project execution. The Mission & Installation Contracting Command, Directorate of Contracting, Fort Bliss, Texas is seeking information to verify there are qualified and capable certified 8(a) small businesses available to perform on Fort Bliss, Texas. The Government is looking for those firms with experience performing this type of work. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 813312 (Environment, Conservation, and Wildlife Organizations) with a size standard of $7 million.
