Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a request for quotes is being requested and a written solicitation will not be issued. This Request for Quote (HSCG38-10-Q-S00056) incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-44. This is an unrestricted procurement. The applicable North American Industry Classification Standard Code is 336413The small business size standard is 1,000 employees. The award will be in accordance with FAR 6.302-1. The U. S. Coast Guard intends to negotiate and award a firm fixed price contract to the Equipment Manufacturer (OEM): TRONAIR, Inc, South 1740 Eber Road, Holland, Ohio 43528-9635 or a responsible contractor who can provide a Certificate of Conformance. Schedule of Supplies DESCRIPTION: 1. JACK, AIRCRAFT P/N: 02A7849-0120 QTY: 3 TRIPOD TYPE, 10 TON WITH AIR CONTROLS OEM is TRONAIR, INC. However, all responsible contractors may submit an offer. To meet the requirements of FAR 11.105 and 5.102(a)(6), the Justification/documentation for purchase of items peculiar to one manufacturer will be made available via a solicitation amendment. The contractor shall furnish a Certificate of Conformance in accordance with FAR Clause 52.246-15 and in the format specified in the clause. Pricing shall reflect any quantity discount. The Coast Guard does not own nor can it provide specifications, plans, drawings or other technical data. DELIVER TO: Commanding Officer USCG Aviation Logistics Center 1664 Weeksville Road Elizabeth City, NC 27909-5001 Early deliveries are acceptable. PACKAGING AND MARKING: Packaging, packing, and preservation shall be in accordance with ASTM D3951-98 (Re-approved 2004) Standard Practice for Commercial Packaging. Each package shall be individually labeled on the outside with; Nomenclature, Quantity, Purchase Order number, and Line Item Number. Packing List and Certification/Documentation shall be placed on the outside of individual container USCG Aviation Logistics Center is a supply depot; therefore, material will be stored and transshipped to various users. The container shall be packed and labeled suitable for shipment via land, air or sea. Packaging material shall not consist of popcorn, shredded paper, Styrofoam of any type, or peanut packaging. The internal packing material shall be sufficient to prevent damage during shipment, handling, and storage. Preservation and protection shall be provided to prevent corrosion, deterioration or decay during warehouse storage for one year. Bar coding is authorized but not required. Offer shall be able to provide necessary certifications including traceability to the OEM, to ensure parts are airworthy condition, and suitable for installation on a USCG aircraft. INSPECTION and ACCEPTANCE: Shall be performed by Certificate of Conformance (COC) Closing date and time for receipt of offers is August 11, 2010 at 10:00 am, EST. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. 52.212-4 Contract Terms and Conditions -- Commercial Items (Jun 2010) Addenda to the clause are tailored as follows: 52.246-15 Certificate of Conformance (Apr 1984) (a) When authorized in writing by the cognizant Contract Administration Office (CAO), the Contractor shall ship with a Certificate of Conformance any supplies for which the contract would otherwise require inspection at source. In no case shall the Government's right to inspect supplies under the inspection provisions of this contract be prejudiced. Shipments of such supplies will not be made under this contract until use of the Certificate of Conformance has been authorized in writing by the CAO, or inspection and acceptance have occurred. (b) The Contractor's signed certificate shall be attached to or included on the top copy of the inspection or receiving report distributed to the payment office or attached to the CAO copy when contract administration (Block 10 of the DD Form 250) is performed by the Defense Contract Administration Services. (c) The Government has the right to reject defective supplies or services within a reasonable time after delivery by written notification to the Contractor.
