The US Army Aviation and Missile Command, Contracting Center have a requirement to procure continued support and bridging effort from Northrop Grumman Space and Mission Systems (NGSMS). These efforts include de-install/re-install and sustainment of the Counter-Rocket, Artillery and Mortar (C-RAM) System of Systems (SoS) at locations throughout the Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF) theaters of operation; Install and sustainment of Wireless Audio Visual Emergency Systems (WAVES) at OIF and OEF locations; and continuation of efforts to transition the current C-RAM SoS Warning, Alert and Response Network (WARN) technology provided by WAVES, from a fixed-site capability, to a mobile capability. The period of performance will be for 6 months. Pursuant to 10 U.S.C. 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, this procurement is sole source to NGSMS, 213 Wynn Drive, Huntsville, AL. 35805. Any responsible source may submit a proposal which shall be given due consideration by the agency. Number note 22 is revised as follows: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
