Description
1. Naval Inventory Control Point (NAVICP), Mechanicsburg PA and Chief of Naval Operations N43 (OPNAV), Washington, DC, are issuing this Request for Information (RFI) for OPNAV's World Class Modeling Support Services, competitive rebid effort to occur during FY10. 2. The objective of this RFI is to facilitate NAVICP's Contracting Officer's determination of the market base so that a decision regarding acquisition strategy (unrestricted, small business set-aside, cascading small business set-aside or sole source to incumbent) for the rebid effort can be made. 3. Acquisition planning will also include a review of each of the three tasks listed in the attached Draft Performance Work Statement (PWS), against the small business community input, for possible sub-contracting evaluation criteria. 4. This RFI provides OPNAV requirements listed in the PWS and allows interested parties (respondents) to submit information to the contracting officer reference past performance information for up to 3 contracts/projects. The past performance is restricted to the last 5 years and to those contracts that are/were most relevant to the RFI in same or similar scope of the three described tasks, Flying Hour Program, Ships Operations Model, and the Ship Maintenance Model. This information should be same or similar in magnitude (comparable to the dollar value/FTE to that which is described in the RFI's PWS), and of the same or similar complexity and quality (comparison of the variety of duties and types of systems supported to those described in the RFI). Applicable NAICS code is 541512. 5. Respondents will have 7 calendar days to provide a capability statement and past performance attachment. 6. The capabilities statement will be limited to 10 pages in length and require submission of Past Performance Information using the standardized form provided. 7. OPNAV, in conjunction with the Contracting Officer's Representative(s) (COR), will evaluate each respondent's past performance submission and make technical assessment and determination regarding the extent to which respondent demonstrates the potential to perform work of similar scope, magnitude, and complexity to the RFI. 8. In order to make this technical determination, OPNAV will evaluate: Capability statement Using the information provided in the completed Past Performance forms, technical evaluation will determine relevance to the RFI in terms of same or similar scope (IT administrative professional services), same or similar magnitude (comparable to the dollar value/FTE to that which is described in the RFI's PWS), and of the same or similar complexity and quality (comparison of the variety of duties and types of systems supported to those described in the RFI). Past Performance Using information provided by the complete Past Performance forms, technical evaluation will focus on quality of performance. This evaluation will be restricted to those contracts/projects determined to be relevant to the RFI. Interested parties will be informed that the Navy reserves the right to obtain information for use in the evaluation from any and all sources, including sources outside of the Government. No questions will be entertained at this time. Submission of comments shall be submitted in Microsoft Office 2003 or Adobe Acrobat 8. No particular format is required. For the purposes of the RFI and the upcoming procurement, ALL communications via email or phone shall be directed to the NAVICP Contract Specialist, Jodi Knapp, 717-605-4240, Jodi.Knapp@navy.mil. NAVICP will be utilizing the eProcuri/Ariba email communication tool, for receipt of submissions. Please contact Jodi Knapp to receive access to the eProcuri/Ariba email tool, prior to the submission. All RFI submissions from respondents must be submitted via the eProcurement tool no later that COB Tuesday July 27, 2010.
