- NAVAIR intends to issue a firm-fixed-price Delivery Order under Basic Order Agreement N00019-10-G-0004 to Northrop Grumman Corporation (NGC) Bethpage, NY for C-2A(R) Remanufacture Study, which will analyze service life extension opportunities. Specifically, this work will identify C-2A(R) fuselage remanufacture options as well as identify manufacturing cost savings and Reduction of Total Ownership Cost (RTOC) opportunities for C-2A(R) and E-2D through the maximum use of common components and tooling with E-2D production. The period of performance for this effort is six months after contract award. NGC is the sole designer, developer, systems integrator and manufacturer of the E-2 and C-2 aircraft and weapon system and as such is the only source with the requisite knowledge, experience and data necessary to provide the required supplies and services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposaed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered soley for the purposes of determining whether to conduct a competitive procurement.
