Description
BACKGROUND: The prevention and reduction of healthcare-associated infections is a top priority for the U.S. Department of Health and Human Services (HHS). The HHS Steering Committee for the Prevention of Healthcare-Associated Infections (HAI) was established in July 2008 and developed the HHS Action Plan for the Prevention of Health-Associated Infections, which outlines a comprehensive strategy to prevent and reduce healthcare-associated infections. The Action Plan established national goals for healthcare-associated infection prevention and outlined key actions for achieving identified short and long-term objectives. The Action Plan was intended to enhance collaboration with external stakeholders and to strengthen coordination and impact of national efforts. Recognizing that efforts to make progress hinge on the ability of states to lead and coordinate prevention efforts at the regional and state level. The 2009 Omnibus bill required states receiving Preventive Health and Health Services (PHHS) Block Grant funds to certify that they would submit a plan to reduce Health-Associated Infections to the Secretary of Health and Human Services not later than January 1, 2010. The Centers for Disease Control and Prevention (CDC) developed a State HAI plan template to facilitate coordination with national HAI prevention efforts. All 50 states, the District of Columbia and Puerto Rico submitted plans that reflect current and proposed prevention activities, identify needs, and set realistic priorities and five-year targets. By having each state identify its own goals based on the level of infrastructure and resources presently in place, HHS has been able to gather valuable information that is currently guiding our prevention efforts. PURPOSE: In May 2010, OPHS regional offices were encouraged to submit 2010 regional HAI Prevention Project proposals using information and data from the national and regional state HAI plans, the CDC review, and the expertise of HAI state advisory councils. After a comprehensive review of materials, the RHA staff identified activities that could be implemented to address the HAI state/regional gaps, i.e., formative research with consumers on public reporting of infections rates, and education to healthcare personnel. HHS Region VI received funding to develop a regional HAI work group that includes infectious disease experts from each state, and other federal agencies/offices who will work together to develop website elements to be included in a health care-associated infection consumer friendly website. The process work will involve designing focus group questions and survey information to obtain consumer input regarding health care-associated infections and potential use of this information to make informed health care decisions. STATEMENT OF WORK: During FY 2010, a contractor will be selected to work with the regional/state HAI team to provide consultation and assistance 1) to research and evaluate existing national/state HAI websites that involve consumer information 2) to design consumer focus group questions 3) to identify state locations for two/three consumer focus groups 4) to identify and recruit focus group participants that is representative of the regional population, 5) to analyze focus group data 5) to plan monthly HAI regional taskforce conference calls, and one face-face meeting to finalize elements for the consumer website, and 6) to prepare a final report. TASKS: The contractor will: 1.Arrange HAI regional workgroup monthly conference calls, meeting agenda, and meeting notes. 2.Plan with HAI workgroup the goal(s), objectives, time line, evaluation for prioritizing the elements to be included in the consumer friendly website. 3.Arrange for HAI regional workgroup logistics for one face to face meeting to discuss the final elements to be included in the consumer friendly website. 4.Conduct extensive preliminary research of existing HAI websites to ensure state specific websites will be useful and accessible. 5.Design focus group questions and survey information to obtain consumer input regarding health care associated infections and potential use of this information to make informed health care decisions. 6.Identify two or three state focus group locations for conducting focus groups. 7.Identify and recruit focus group participants that represent the regional population. 8.Analyze focus group data, and present written information to HAI workgroup in the face to face meeting. 9.Prepare a final report of all activities accomplished in Year 1. DELIVERABLE(S): 1.After each monthly HAI workgroup conference call, contractor will provide written conference call notes, and also arrange a conference call with RHA office planning group to discuss project current findings and timeline progress. 2.At end of first quarter, provide HAI workgroup with extensive preliminary research environmental scan written report. 3.At six months, conduct the two/three focus groups. 4.At nine months, arrange the face to face HAI workgroup meeting. 5.Prepare and deliver final report. In the project findings final report, the contractor will include a process evaluation of workgroup achievements and limitations.
