Description
This unrestricted solicitation is for the removal of hazardous waste and hazardous material from Robins AFB and surrounding locations throughout Georgia. Services will consist of the pickup, removal, and disposal of assorted RCRA, non-RCRA, non-state regulated waste, management services such as tank cleaning, lab packing, analyses, etc. The resulting contract will be a single award, performance-based, firm-fixed price, IDIQ contract. The NAICS Code is 562211. The contract will be for an 18-month base period, and two 18-month option periods. Additionally, in accordance with FAR 52.217-8, OPTION TO EXTEND SERVICES, the Government reserves the right to unilaterally extend any contract period for up to an additional 6 months, with the unit prices in effect for the period so extended. Performance will be directed by the issuance of individual written task orders against the contract. The solicitation is estimated to be issued o/a 13 August 2010, with a closing dated of o/a 13 September 2010. Qualification: Prospective contractors must possess a demonstrated ability to perform the required types and volume of services in accordance with all Federal, state, and local laws, ordinances, and regulations governing environmental protection and the transportation and disposal of hazardous waste and hazardous materials. In accordance with FAR 52.237-1, SITE VISIT, offerors are expected to avail themselves of the opportunity to inspect the sites where services are to be performed, and to satisfy themselves regarding all general and local conditions that may impact the costs of contract performance. Any such site visits should be conducted NLT 20 August 2010. These individuals are not authorized to provide information regarding the current contract such as prices, comments regarding the incumbent contractor, etc. Any offeror desiring to obtain a copy of the current contract must submit a FOIA request at http://www.drms.dla.mil/foia/foi.shtml In no event shall the failure to conduct site visit(s) constitute grounds for any subsequent claims against the Government. Offeror questions resulting from a site visit and/or based on the solicitation must be received at this office NLT 27 August 2010. While the Government will make all reasonable attempts to answer offeror questions after that date, no guarantee is made that it will be possible to answer questions that are submitted late. The Government reserves the right to award without discussions based on offerors’ initial proposal. It is the offerors’ responsibility to thoroughly read and understand the solicitation in its entirety. Failure of offerors to do so shall not be grounds for any subsequent grievances or protests against the Government. Offerors are also cautioned to pay attention to the Notes to Offerors in the solicitation. In accordance with DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, prior to contract award the awardee must be registered in the DoD Central Contractor Register.
