Description
Sources Sought Synopsis: Construction Testing Lab Services, NAICS Code 541380. This sources sought synopsis is being issued to conduct a market survey on the availability of fully qualified and accredited small business contractors to provide construction testing lab services under NAICS Code 541380. This is not a request for quotes or proposals; no contract will be awarded from this synopsis. The information gathered from this announcement will be used mainly for preliminary planning purposes, particularly, to gain knowledge of capabilities, qualifications, and interest from the Small Business community, to include Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), and Section 8(a) and HUB-Zone small business enterprises. The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing a response to this synopsis or any follow-up requests for information. The Department of Veteran Affairs ™ Office of Construction and Facilities Management (CFM) Central Region have many ongoing major construction projects with several more in the planning or design stages. In keeping with the VA ™s policy of providing our veterans the safest and most soundly-built healthcare facilities, CFM Central Region ensures that quality assurance is enforced rigorously in every phase of the project especially during construction. One of the most important quality assurance functions performed during construction is the laboratory testing of construction materials and on-site attestations that construction materials, processes, and tests meet VA and industry standards. Because of the critical nature of the services to be performed by the Testing Lab contractor, CFM Central Region requires that the Testing Lab itself, as a company has completed a rigorous industry vetting process and has received full accreditation from one or more of the National Laboratory Accreditation Program (NVLAP) programs acceptable in the geographic region for the project. There will be no waivers or exceptions from this accreditation requirement. Although no contract will be awarded to non-accredited companies, contractors that want to be considered in future solicitations and are in the process of obtaining accreditation may still respond to this sources-sought synopsis and submit, in lieu of a copy of an accreditation certificate, an acknowledgement letter from the accrediting organization, indicating that the application for accreditation has been received and the accreditation process has started. The Testing Lab company accreditation must include certifications on the following standards: 1.ASTM E329 for testing of construction materials 2.ASTM C1077 for testing of concrete and concrete aggregates 3.ASTM D3666 for testing of bituminous paving materials 4.ASTM D3740 for testing of soil and rock, as used in engineering design and construction 5.ASTM A880 for inspection and testing of steel, stainless steel, and related alloys 6.ASTM E543 for non-destructive testing (NDT) 7.Hazardous Materials Testing shall meet OSHA and EPA requirements Companies interested in responding to this synopsis shall send their company information, to include (10 scanned pages maximum): 1.Company Name/Contact Information 2.DUNS Number 3.Business Size and Classification 4.Copy of Testing Lab Accreditation Certificate 5.Statement of Capabilities Send information by e-mail, no later than August 16, 2010 to: Adelino.Gorospe@va.gov.
