Description
This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-10149 a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-44, dated July 8, 2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure an EZ1 Advanced XL Robotic workstation on a sole source basis from Qiagen. Item/Description/Quantity: 1) EZ1 Advanced XL Robotic Workstation, #9001492, qty-1; 2) EZ1 Advanced XL Virus Card v2.0, #90108708, qty-1; and 3) EZ1 Virus Mini Kit v2.0 (48), #955134, qty-2. The use of the new instrument is to perform additional viral RNA isolations in our BSL3 Laboratory. The robotic workstation will allow for automated purification of nucleic acids from up to 14 samples using EZ1 kits, enables nucleic acid purification from a wide range of sample types relevant for molecular diagnostics, genetic identity testing, forensics, biomedical research and gene, high quality genomic DNA and RNA from a range of sample materials, viral nucleic acids from serum, plasma, CSF, urine and respiratory samples, effortless data management with full traceability, and UV lamp helps to prevent cross contamination. Changing variables would prevent the correct interpretation of the experiments in progress as part of protocol #Z01-AI-000891-10, #Z01-AI-000987-04, #Z01-AI-000971-05, #Z01-AI-000957-06, #Z01-AI-001022-04 and #Z01-AI-000637-19. The following factors shall be used to evaluate offers: 1) price, 2) capability to meet required specifications, 3) warranty, and 4) delivery. Delivery shall be 30 to 75 days after receipt of order. Place of delivery Bethesda, Maryland, 20892. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Destination. A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
