Description
'RECOVERY' - ARRA (AMERICAN RECOVERY and REINVESTMENT ACT) - This is a PRE-SOLICITATION SYNOPSIS. The USDA Forest Service, Angeles National Forest (hereafter 'the Government', 'Forest Service', or 'Angeles national Forest (NF)') announces a requirement for the Architectural and Engineering Services, followed by construction of a 3 (three) Bay Fire Station and 10 man Barracks with a possible option of one (1) more Barracks and site improvements, on land owned by the US Forest Service in the County of Los Angeles, California. The Fire Center will act as a station and staging area allowing for the increase and decrease of fire resources based on funding and need; and it will serve as home base for fire resources that can be strategically moved in the San Gabriel Canyon to provide coverage for high risk areas. The new Rincon Fire Station is designated to house three fire engines (Rincon, Crystal Lake, and East Fork). The current Rincon engine will remain at the Rincon Fire Station. The Crystal Lake and East Fork engines will be moved to the Rincon site. The water tender, fire prevention technician, and recreation personnel will continue to be co-located at the site. New facilities will be constructed at the Rincon site to house the three engines with personnel, the water tender with personnel, and the fire prevention technician with the Rincon, Crystal Lake, and East Fork engines. The A&E will apply the values of true integrated design that balances aesthetics, cost, sustainability and reliability creates environmentally responsible and superior workplaces for civilian Federal employees; and gives public expression to the Agency's values. The facility will meet Federal Energy Goals, security requirements and current codes governing the design. The proposed action will consist of the following: The existing Rincon, Crystal Lake, and East fork facilities will be demolished and replaced with a newly constructed approximately 5026 square foot energy efficient office/garage building, and one 10-person barracks at Rincon (with a possible option of second 10 person Barracks). The office/garage will include two tandem garage bays, offices, meeting room, weight room, training room, storage rooms and restroom facilities. The work will also include the installation of a new septic system and connection into existing power and water systems. The buildings and site will comply with the Forest Service architectural guidelines, and the relocation of an existing pre-fabricated metal warehouse to a new location at the west area of the site and all site improvements. The work includes the furnishing of labor, equipment, supervision, transportation, lodging, supplies (except those designated as Government furnished), and incidentals to perform all work required under the terms and conditions of the resulting contract. Funds are from the 2009 American recovery and Reinvestment Act (ARRA) and shall be utilized for this project. This acquisition is being advertised as FULL and OPEN COMPETITION to all qualified vendors without restrictions. Contract period of performance time is 16 months after issuance of Notice to Proceed (NTP). The applicable North American Industry Classification System (NAICS) Code is 236220. Contractors are required to be actively registered with the Central Contractors Registration (CCR) system and the Online Representations and Certifications Application (ORCA). THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement shall be made for any cost associated with providing information in response to this synopsis, the pending solicitation or any follow up information request. The solicitation with supporting documents (if any) shall be posted to the FedBizOpps.com website on or before July 20, 2010. No hard copies of the solicitation, supporting documents and applicable amendments, if any will be provided. To receive the entire solicitation package and any applicable amendments, prospective offeror's must download them from the FedBizOpps.com website. This project is located in the Angeles National Forest, 701 N. Santa Anita Ave. Arcadia, CA. 91006. The Government intends to award a Firm-Fixed Price Contract. A best value concept will be applied for evaluation of offers for the procurement. The best value approach provides the opportunity to select an offeror who is not necessarily the lowest-priced or the highest technical-ranked. The Forest Service shall select the proposal that represents the best value based on the evaluation of technical factors and price. Technical factors consist of past performance and technical capability. Technical factors when combined are approximately equal when compared to cost or price. Therefore, the offeror's proposal contain the offeror's best terms. Site visit is scheduled for 10am, July 21, 2010. Travel North into the forest for approximately 15 miles. Pass East Fork Road, oass the OHV staging area. The Rincon Fire Station will be on the right. Allow approximately 45 min. of travel from I-210 exit. PRE-REGISTRATION IS NOT REQUIRED. SITE VISIT IS NOT MANDATORY.
