Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation is issued as a sole source request for quotation under solicitation number W58RGZ-10-Q-0201. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-42 effective 16 June 2010. This procurement is being conducted pursuant to FAR 6.302-1 for Other Than Full and Open Competition to Druck, Inc., 10311 Westpark Drive, Houston, TX 70742. The associated North American Industrial Classifications System (NAICS) code for this procurement is 334513 with a small business standard size of 500 employees. The Pitot Static Test Set (PSTS) is an aircraft Air Data Systems Tester that is lightweight and man-portable. It provides capability to troubleshoot, repair, and verify proper operation of flight critical data systems. The Modification Kit will provide technology modernization to the Armys approximately 500 PSTS. Each kit is composed of the following items: 1)Water trap and plastic input pressure regulator 2)Institute of Electrical & Electronics Engineers (IEEE) 488 card 3)Electrically Erasable Programmable Read-Only memory (EEPROM) This acquisition is for a firm-fixed-price contract to have one (1) contract line item number (0001) for PSTS Modification Kit, including the associated configuration management and provisioning data. The quantity of CLIN 0001 shall be 500 each. The authority permitting other than full and open competition is 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1 entitled Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed acquisition requires the use of the authority cited based on the following: Druck, Inc. is the Original Equipment Manufacturer (OEM) of the PSTS currently in the Army inventory and holds the proprietary rights to all data necessary to produce the required modification kit. Druck, Inc. has tailored specific software and hardware that meet the physical form and fit necessary to interface with currently fielded PSTS. At their own expense, Druck, Inc. has already identified and incorporated these technology advances by developing the components outlined in this document. Opening this requirement to competition would delay upgrading critical equipment up to approximately 30 months. A competitive requirement would require the development of a technical data package which would also increase the cost. The additional time, money, and testing required by another manufacturer to duplicate the form, fit, and function necessary to interface these components does not meet the required schedule of fifty (50) per month beginning 90 days after contract award. Based on current Army aviation fleet, the PSTS, in its modified configuration, is anticipated to meet all required air data test requirements across all Army aviation platforms Based on the above rationale, the determination has been made that there are no other sources capable of providing the equipment referenced above. The contractor shall commence delivery of the first unit NLT 90 days after contract award and deliver at a rate of 50 each per month, or best effort, until shipped complete. Inspection and acceptance shall be Origin. FOB Point shall be Destination.
