- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL OR QUOTATION. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS/QUOTATIONS WILL NOT BE REQUESTED. The US Army Corps of Engineers (USACE), Sacramento District, intends to negotiate and award a contract on a noncompetitive basis with Dr. David B. Herbst, HCR 79, Box 198, Mammoth Lakes, CA 93546 in accordance with FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements; and FAR 6.302-3 (Expert Services) to perform biological assessments and expert witness services in support of the US Environmental Protection Agency (USEPA) Leviathian Mines Supefund Site. Work includes sampling for aquatic biological assessment, quality assurance of laboratory enumeration of collected samples, report preparation, meeting attendance, and consulting on taxonomy and field sampling. Services can only be provided from the original source as this is a follow-on requirement for the continued provision of highly-specialized service. The North American Industry Classification System (NAICS) for this requirement is 541712. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this procurement based on response to this notice is solely within the discretion of the Government. Responses to this electronic notice must be made by 9:00 a.m. PST on 5 August 2010. Responses may be submitted in writing to Lelani Banks at lelani.u.banks@usace.army.mil.
