Description
Project # 646-10-125, "Replace Radiation Therapy Nurse Call System" at the VA Pittsburgh Healthcare System, University Drive, Pittsburgh PA. This procurement is a design-build set-aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB). Work includes, but is not limited to, develop working drawings and specifications to prepare and install a state of the art Nurse Call System in Building 1, University Drive Division, B-floor, Radiation Therapy Suite. Provide professional engineer/construction services for a project to prepare the area for the removal and replacement of existing nurse call equipment with new nurse call equipment; capable of integrating with the latest technology. The maximum area to be considered in the scope of the projects is 347 gross square feet. This work includes architectural, electrical, and site modifications, where noted. The project design and construction areas are noted. The DB/AE contractor will renovate the designated spaces per the itemized requirements indicated below. Include removal of all existing materials and surfaces as required to complete renovation. The DB/AE will develop construction specifications and drawings as well as supervise the renovation of the spaces. This project is primarily focused on replacing an ineffective line of sight Nurse Call system with a state of the art complete and easy to use Nurse Call Network Communication System. Provide a complete working Nurse/Patient Communications Network based upon the specification to include all necessary devices that provide the functions listed in this specification for the VA Pittsburgh Healthcare System, University Drive Division. The medical staff shall have the option of overhead paging and private communication with patients in distress. A maximum of approximately 400 + 10% square footage will be addressed. The following specific items will be addressed: DeviceRoom NumbersRemarks NSBW217; 221; 240; (2)252; 257 Duty Stations NDBW243; 244; 245; 246Staff Stations NPBW203; 204; (2)206;220; 225; 226; 227; 228; 230;235; 237; 238; 258; 254; 253; Pull Cord Stations with Two-Way Audio Installation planning will need to address a method to allow adjacent Radiation Therapy operations to continue during installation. Preliminary Infection Control Risk Assessment for this work area is Class IV. Contractor must implement preventive measures as per VA issued ICRA permit. DB/AE is responsible for providing the development of specifications and drawings, product/equipment submittals and construction period services. Note: Information including drawings and other documentation provided to the D/B team is used as reference only. VA standard specifications and design guides are to be followed for all work and are available in VHA's Technical Information Library at address http://www.va.gov/facmgt/. The Design Build Team (D/B AE and DB Contractor) shall field verify every aspect that relates to the project. The magnitude of construction cost is between $250,000 and $500,000. The applicable NAICS is 236220 with the small business size standard of $33.5 million. Solicitation will be issued on or about (o/a) August 6, 2010 to interested parties through electronic data interchange at the following URL: http://www.fedbizopps.gov for downloading FREE OF CHARGE. Any amendments to this solicitation will be available at the website. Bidders are advised that they are responsible for obtaining amendments from the website. Questions must be submitted to the Contracting Officer by e-mail to Angelamarie.Scott@va.gov no later than August 11, 2010 so they can be addressed at the Pre-proposal Conference. A Pre-proposal Conference is anticipated (o/a) August 17, 2010 at 9:00am EST at the VA Pittsburgh Healthcare System, University Drive Division, Building One, Ground Floor in Conference Room AE108 located across from the retail s. Although not mandatory, all bidders are encouraged to attend the Pre-proposal Conference. Further questions will be accepted by the Contracting Officer by e-mail or fax until close of business five (5) calendar days after the Pre-proposal Conference, and responses will be provided to all bidders on the Bidder's Mailing List. Questions received later than five (5) calendar days after the Pre-proposal Conference will not be addressed in the interest of adhering to the scheduled proposal due date. The Deadline for Proposals will be o/a September 8, 2010. All responsible sources may submit a proposal which shall be considered by the agency if received timely. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov, shall be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov and be registered at http://www.vip.vetbiz.gov prior to award of a contract.
