Description
Performance Work Statement Water Treatment for Heating & Cooling Systems Coast Guard Academy, New London, CT All interested companies/vendors are to email Mr. Kevin Gustin to receive RFQ package. RFQ package will be forwarded via email. Solicitation is for Base Year plus 4 Option Years with Base Year Period of Performance starting 01 Oct 2010 through 30 September 2011. Technical Exhibits 1 & 2 are attached with RFQ package. 1. General Requirements. The contractor shall provide all labor, material, equipment and transportation to carry out a water treatment program to protect the closed loop heating and cooling systems and cooling towers as detailed in Technical Exhibit 1. Services shall include all testing and treatment to effectively prohibit scale, other deposits, corrosion, and development of any biological growth. Services shall also include testing and reporting of chemical parameters in these water systems as required by Academy environmental permits and as needed to analyze system conditions. 2. Government Furnished Items. The Coast Guard will furnish electric power and water as needed to carry out the requirements of the contract. 3. Chemicals. 3.1 Chemical Storage and MSDSs. With the exception of chemicals used in contractor installed automatic treatment systems, chemicals needed for treatment shall not be stored on Coast Guard Academy property. For all chemicals used on Coast Guard Academy property, the contractor shall provide, at no cost, copies of the Material Safety Data Sheet (MSDS) as follows: 1st Copy(Required only for installed automatic treatment systems). Shall be located in the area where the hazardous material is stored – clearly posted in plain view near the chemical. 2nd CopyU. S. Coast Guard Academy (ew-1) Attn: Mechanical Maintenance Shop 15 Mohegan Avenue New London, CT 06320 3.2 Chemicals for Automatic Systems. Chemicals from which automatic treatment systems draw may be stored on Coast Guard Academy property; however, these chemicals shall have secondary containment. MSDSs for all chemicals shall be posted on the containment drums so the MSDSs are clearly visible. 3.3 Chemical Restrictions. Chemicals with the constituents of chromium, copper, lead, zinc, or tributyltin are prohibited. 3.4 Biocides and Algaecides. Biocides and algaecides shall be registered with the Environmental Protection Agency under the Federal Insecticide, Fungicide, and Rodenticide Act, as amended (7 U.S.C. 136). Algaecides shall be used in strict conformance with manufacturer’s instructions. 4. Equipment. For treatment of the cooling towers, the contractor shall install automatic monitoring and treatment equipment. For other systems, no automatic systems are required. The contractor may, at his own cost, install systems for his own use. Prior to installing any equipment, the contractors shall provide a plan which clearly describes the equipment to be installed, the location for the equipment, and any required system outages needed for the installation. Contractor-owned equipment and storage containers shall be maintained in good working condition and cleanliness. 5. Water Treatment Specifications. 5.1 Scale and Deposit Control. For all systems, sufficient scale inhibitor/polymer shall be applied to prevent any calcium carbonate or calcium sulfate scale. Specific deposit control agents shall be applied to prevent and minimize suspended solids deposition. 5.2 Corrosion Control. For all systems, corrosion inhibitors shall be employed to ensure the following corrosion criteria is obtained: a) Mild steel corrosion rates shall be maintained below 1.0 mils per year at all times; and b) copper and cupro nickel corrosion rates shall be below 0.1 mils per year at all times. 5.3 Microbiological Control. For all systems, biocide treatment shall be employed to ensure no heavy accumulations of algae exist in any system. Maintain less than 10,000 colony forming units at all times. 5.4 pH. For all systems, pH shall be controlled as necessary to meet above treatment criteria. The pH range for each type of system is as follows: 5.4.1Closed Hydronic Heating Loops – 9.0 to 10.0 5.4.2Closed Chill Water Loops – 7.0 to 9.0 5.4.3Combined Closed Chill Water & Heating Loops – 9.0 to 10.0 5.4.4Cooling Towers - 7.0 to 9.0 5.4.5Closed Condensing Water Loop – 9.0 to 10.0 5.5 Treatment of Water After Systems are Drained & While Being Re-filled. Whenever a system is drained of water for maintenance or other reasons, chemical treatment of the new water is needed upon re-filling to ensure proper characteristics for corrosion and scale protection, and to meet the requirements in the environmental permit. The contractor shall provide treatment for chemical composition whenever re-filling of a system is required. For pricing purposes, the contractor shall cover in the “base bid” amount for a maximum of 2 such re-fills per contract year. 6. Water Testing and Reporting. 6.1 Monthly Testing to Verify Treatment Program. The contractor shall test water in each system at least monthly to verify the effectiveness of the treatment program. The results of the testing shall be documented in a monthly report on the format provided in Technical Exhibit 2 which includes the following: a. pH; b. scale/corrosion test results c. chemicals and quantities used in monthly treatment d. comments listing any recommendations for correction actions needed or problems encountered. 6.2 System Re-Fill Testing. Whenever a system is drained for maintenance or other reasons, and then re-filled, the contractor shall perform testing described in paragraph 6.1 above for just the system drained and re-filled. For pricing purposes, the contractor shall cover in the “base bid” amount for a maximum of 2 such re-fills per contract year. 6.3 Report Routing. One copy of each monthly report shall be sent to: U. S. Coast Guard Academy (ew-1) Attn: Mechanical Maintenance Shop 15 Mohegan Avenue New London, CT 06320 7. Scheduling Work. All work shall be scheduled with Contracting Officer’s Technical Representative. Work shall normally be performed during the normal work week, Monday through Friday excluding Federal Holidays and between the hours of 8:00 a.m. and 4:00 p.m.
