- Description
- The Naval Air Systems Command (NAVAIR) intends to issue an order under an existing Basic Ordering Agreement to Thales Avionics for the procurement of ruggedized, tinted V1/V2 Visors in support of the Optimized Top Owl Helmet Mounted Sight Display (OTO HMSD) system. This procurement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S. C 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Thales is the sole designer, developer, and manufacturer of the OTO HMSD system. Thales Avionics is the only known company with the knowledge, data, capability to manufacture and support these systems. See note 26.
