- The United States Department of Commerce, National Oceanic and Atmospheric Administration, National Environmental Satellite, Data, and Information Service (NESDIS), Satellite Operations Control Center has several OpenVMS computers which are used to manage the Geostationary and POLAR spacecraft constellations. The software product used for IT Security scanning of those computers is Point Audit, a product of BBS Technologies, Inc. In order to receive security updates and product technical support, NESDIS is required to maintain an annual license support subscription. NESDIS intends to award on a sole source basis, under authority of Federal Acquisition Regulation (FAR) 6.302 Other Than Full and Open Competition, to BBS Technologies, Inc to receive security updates and product technical support. The NESDIS Satellite Operations Control Center uses IT systems to manage the Geostationary and POLAR spacecraft constellations which are based upon the OpenVMS operating system. NESDIS would like to continue to receive Point Audit security updates and product support that includes a quantity of (45) Point Audit Tier 2 node licenses for the period of 10 September 2010 through 9 September 2011. The Point Audit item code is PAR-T2. The only known source of Point Audit security update data and product support is BBS Technologies. Changing to another method of security scanning or obtaining a different product would be cost prohibitive under current budgetary constraints. Vendors who have believe they have the ability to provide the Point Audit security updates and product support are required to submit in writing an affirmative response demonstrating that they can meet the Government requirements. The response must be sufficient to permit agency analysis to establish bona fide capability to meet the requirements. Failure to submit sufficient documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely with the discretion of the Government. Affirmative written responses must be received no later than 10 days after this publication.
