- This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) and the solicitation number is 071310RB. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following: Hotel guest rooms and Conference room located in the Downtown (Tampa FL) or the Westshore area of Tampa FL. DESCRIPTION OF REQUIREMENT The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform services. Proposals shall be submitted in the following format. CLIN Description Provider Qty. Unit Price per unit Total price 0001 Provide a price estimate for: hotel room rental to accommodate approximately 12 attendees. 8 August 2010 thru 14 August 2010. These12 people rooms will be paid for under the contract. Request one of the rooms be upgraded to a suite for the head of the delegation. 72 Night $ $ 0002 Provide a price estimate for: hotel room rental to accommodate approximately 18 attendees. 8 August 2010 thru 14 August 2010. These 18 people will be paying their own room bills individually 108 Night $ $ 0003 Main Conference room for attendees 9 August 2010 thru 12 August 2010. Confer room to facilitate 50-60 person 4 Days $ $ 0004 Two (2) each Break-Out Conference room for attendees 10 August 2010 thru 11 August 2010. Confer room to facilitate 20 person capacities each room. 4 Days $ $ TOTAL $ The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44 effective 8 July 2010, DFAR DCN 20100623 and AFFAR AFAC 2010-0402. Fed Biz Ops Numbered Notes per FAR Part 5.207-13(e) Apply: 1, 12, 13, and 23. The North American Industry Classification System code (NAICS) is 721110, Hotels (except Casino Hotels) and Motels. The Standard Industrial Classification (SIC) is 7011, Hotels, except residential, with a Small Business size standard of $7 Million. A firm fixed price contract will be awarded. All interested parties must bid on all items. BASIS FOR AWARD: Award will be made to the lowest price offeror that is determined to be technically acceptable. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the service offered to meet the Government requirement  Distance from Tampa International Airport (within 8 miles)  Conference rooms size and capacity (Ample room space for personnel and equipment)  Site visit will be conducted for vendors within the competitive range (ii) price  Proposals shall be evaluated to determine price fair and reasonableness. (iii) past performance  Letters of appreciation, recognition or commendation etc. received on behalf of a customer may be submitted to include name, phone number, and email address. The Government will consider up to three (3) such documents. Technical and past performance, when combined, are approximately equal to price. (b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication or protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
