- The Charles George VAMC, Asheville, NC is seeking the services of an Architect-Engineer firm to develop all solicitation documents for a future procurement for Project # 637-10-111 to provide design and construction period services to Renovate Ward 1 West for Clinic at the Asheville VAMC. Project will completely renovate Ward 1 West to provide individual exam rooms, specialty rooms, support space, etc. Project will demolish and rebuild approximately 10,000 square feet of floor space to include building new walls, new ceilings, new floors, public toilets, staff sinks, and associated electrical and HVAC needs. Additional space is needed to take care of the increased number of patients being seen by the Medical Service. The additional rooms will provide at least two exam rooms per provider, reception, waiting, provide an aesthetically pleasing environment, and a convenient location for patient care on the same floor as all other primary care clinics and outpatient support functions. Funds are not currently available for this project. The VA expects to receive funds in the near future. This proposal is being conducted under full and open competition in accordance with the Brooks Act. Firms submitting SF 330s shall provide one copy and 1 disc to the attention of JoAnne Swann, Contract Specialist by 4pm on 16 August 2010. The selected firm shall provide all necessary labor, material, equipment and architectural and engineering services as required to prepare complete drawings, specifications, technical reports, and cost estimates through construction of the project. Design shall be in accordance with all applicable requirements of the VA construction standards, VA space design criteria, VA design criteria for mechanical/electrical/plumbing system, VA infection control requirements, and all national NFPA, NEC, OSHA, and local, state and federal regulations. Review at 35%, 65%, 95% and 100% is required. All construction documents are to be provided electronically in the current versions of AutoCad/Architectural Desktop/ Auto CAD MEP and Microsoft Word. NAICS Code may be downloaded at www.gsa.gov/forms. Government wide Number Note 24 is applicable. The A/E firm must address the following areas in their submission: (1) Team proposed for this project (2) Proposed Management Plan (3) Location and Facilities of working offices (4) Proposed design approach for this project (5) Project control (6) Estimating effectiveness (7) Miscellaneous experience and capabilities including sustainable design, environmental considerations, and insurance/litigations. THIS IS NOT A REQUEST FOR PROPOSAL. On site face-to-face interviews will be set up for the highest ranked firms. Once those interviews are complete, the highest ranked firms will be issued a request for proposal for the project.
