Description
Sources Sought Announcement for A-E Services for Geotechnical Sampling, Testing, Inspection, Analysis And Design Services, Southwestern Division(CESWD), Fort Worth District (CESWF). This is a sources sought announcement. The U.S. Army Corps of Engineers, Fort Worth District seeks information from industry, which will be used for preliminary planning purposes. This announcement seeks to gather information from industry in the area of Geotechnical Engineering, Design and Investigation services. This is not a solicitation for proposals and no contract(s) shall be awarded from this announcement. The U.S. Army Corps of Engineers, Fort Worth Districts is trying to determine interest, capabilities and qualifications of various members of industry, namely the Small Business Community to include: Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Historical Black Colleges and Minority Institutions (HBCU/MI) include HBCU/MI if applicable to the procurement. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this sources sought announcement. Any contract that may result from this market research would be issued as an indefinite delivery, indefinite quantity type contract, using negotiated firm-fixed priced task orders. Brief Description of the Project: A-E Services Contractor(s) that can provide the appropriate level of supervision, labor, supplies, and materials necessary to determine the type, nature, characteristics, and present extent and condition of earthen materials for projects across the Southwestern Division, primarily in Fort Worth District. The design and construction would include: a) Geotechnical Engineering services, including, but not limited to: static and dynamic stability analyses, seepage analyses (including 2d and 3d modeling); foundation design and analyses; probable failure mode analysis; probabilistic assessments (risk, reliability, uncertainty); pavement design and analysis (including airfield pavements); spillway stability analysis; design and analysis of structural anchoring systems; and computer modeling using GeoStudio (Slope/W, Seep/W, Sigma/W, Seep3D, etc), LPile, PCASE, FLAC, and UTexas4; design of field and laboratory investigation programs; geomorphology studies; seismology studies; and liquefaction analyses; b) Geotechnical field and laboratory investigations, including, but not limited to: subsurface exploration (traditional and cone penetrometer borings); geophysical studies; inspection of subsurface explorations; laboratory testing; materials/borrow investigations; geotechnical field observations, sampling, evaluations and oversight; and geologic field mapping. laboratory testing shall be performed in accordance with USACE and ASTM standards, and may only be performed at labs having a current USACE validation; c) Instrumentation services, to include evaluation, design, installation and rehabilitation of inclinometers, piezometers, movement monitoring devices, etc.; d) Design, installation, testing, monitoring and evaluation of relief wells; e) Preparation and presentation of geotechnical reports, technical topic presentations, and special studies; f) Dam Safety Training; g) Geotechnical Literature Search; h) Preparation of Project Completion Reports; i) Review of designs for compliance with USACE or other specified design standards; j) Dam and Levee Safety Inspections; k) Preparation of plans and specifications for geotechnical components of projects; l) Preparation of graphic borehole, relief well, and monitoring well installation logs (using gINT and MicroStation); m) Preparation of portions of Operations and Maintenance manuals associated with geotechnical project components. Firms response to this announcement shall be limited to 5 pages and shall include the following information: 1. Firms name, address, point of contact, phone number, and e-mail address. 2. Firms interest in bidding on the solicitation when and if it is issued. 3. Firms capability to meet design personnel requirements, if applicable. 4. Firms capability to perform a contract of this magnitude and complexity (include capability to execute design and construction services through comparable work performed within the past 5 years: Provide the following: Brief description of the project, Customer name, Timeliness of performance, customer satisfaction, and Dollar value of the project provide at least 3 examples. 5. Firms small business category and Business Size (Small Business, HUB Zone, Service Disabled Veteran Owned Small Business, 8(a) HBCI/MI 6. Firms Joint Venture information if applicable existing and potential 7. Firms Bonding Capability construction bonding level per contract and aggregate construction bonding level, both expressed in dollars via letter from bonding company, if applicable. Interested Firms shall respond to this Sources Sought Synopsis no later than 2:00 pm central daylight savings time, 23June 2010.
