Description
Request for Information (RFI) "Best Practices Assessments for the Hydropower Improvement Initiative" Program Area: Wind and Water Power Program Energy Efficiency and Electricity Technologies Program Oak Ridge National Laboratory Information Requested: Oak Ridge National Laboratory (ORNL) is requesting information from industry and other interested parties concerning the implementation of the Hydropower Improvement Initiative (HI 2 ), an assessment, upgrade design, and upgrade demonstration process aimed at increasing hydropower capacity, efficiency, and environmental performance at existing power plants and adding power production facilities to non-powered dams. Specifically, ORNL seeks comment from hydropower stakeholders on the following issues: (a) dissemination of HI 2 best practices specifications and assessment protocols to hydropower stakeholders, (b) needs and opportunities for the private sector to demonstrate the application of HI 2 assessment protocols at specific hydropower projects or systems of projects, (c) prioritization of and engineering design for improvement opportunities identified by the site-specific application of HI 2 assessment protocols, and (d) incentives for demonstrating procedural and capital improvement opportunities at specific hydropower projects and systems of projects identified through the application of HI 2 assessment protocols. Background and Rationale: The Wind and Hydropower Technologies Program (WHTP) within the Department of Energy's Office of Energy Efficiency and Renewable Energy (DOE-EERE) is leading the nation's efforts to develop and deploy advanced hydropower technology that will have a combination of energy and environmental benefits. Although hydropower is already providing substantial renewable energy to the U.S., substantial undeveloped hydropower resources exist that are not being pursued because of regulatory, cost, environmental, and technological uncertainties. DOE is working to reduce the barriers associated with these uncertainties through applied research, development, deployment and demonstration projects. The Oak Ridge National Laboratory (ORNL) supports the Department of Energy's mission through six major scientific competencies in energy, neutron science, high-performance computing, complex biological system, materials research and national security. The ORNL Wind and Water Technologies Program is focused on addressing our energy challenges including increasing net energy generation. Through this focus, ORNL is coordinating the HI 2 effort. Phase 1. Development of Best Practices Specifications and Assessment Protocols. Development of procedures for evaluating energy generation and use at hydropower projects, including procedures to audit power and non-power water uses and identifies a wide range of opportunities to increase generation. These information resources will be drafted and reviewed by a team of hydropower professionals with experience in project design, operations, and licensing. They will be available publicly in printed and electronic form. The draft assessment protocols will be applied to a limited number of test sites, with the resulting case studies and lessons-learned to be included in final versions of the best practices specifications and assessment protocols. Examples of assessment targets and corresponding best practices include the utilization of unit-specific performance and environmental mitigation characteristics in economic dispatch, use of modern sensors and controls in monitoring and dispatch, existence of baseline performance standards for water-use efficiency of projects and systems of projects, and the availability of accounting systems for energy or non-energy benefits reductions attributable to scheduling constraints and decisions. Phase 2. Deployment of HI 2 Assessment Protocols. ORNL-funded assessment teams will deploy to interested hydropower projects, where they would apply the HI 2 Assessment Protocols (already under development in Phase 1) to identify opportunities to increase net energy generation. Results would be reported back to the project owners in the form of feasibility of options and screening-level benefit-cost propositions. Opportunities evaluated would include use of advanced technologies, where appropriate. Contingent upon available funding, ORNL expects to issue a request for proposal (RFP) to assemble and train assessment teams of hydropower professionals to apply the HI 2 assessment protocol to a collection of hydropower projects. ORNL anticipates that multiple awards will be made, with each team executing HI 2 assessments for single or multiple hydropower projects. Engineering design studies for high-value opportunities and construction upgrades will be addressed within potential RFP. Guidelines for this Request for Information: Parties interested in submitting a response to this RFI should review the guidance below in its entirety before developing and submitting a response. Parties encouraged to respond to this RFI include, but are not limited to: developers, investors, industry, Native American Tribes, renewable energy equipment suppliers, electric utilities, independent system operators, regional transmission organizations, independent power producers, instrument manufacturers, environmentalists, academics, and public, private, or non-profit entities. Responses to this RFI should be in the following format: Cover page, 1 page executive summary, up to 4 pages specifically addressing items a, b, c, d as described above. ORNL will review and consider all responses in its formulation of the Hydropower Improvement Initiative, including any requests for proposals that are part of it. ORNL will not reimburse costs associated with preparing any documents for this RFI, and there is no guarantee that an RFP will be issued as a result of this RFI. Additional comments relevant to this RFI, including addressing issues that are not specifically mentioned above, are also encouraged. Comments in response to this RFI must be provided as an attachment (in Microsoft Word format) to an e-mail message addressed to stinnettlw@ornl.gov (Linda Stinnett, Subcontract Administrator). The subject line should read " ( insert Company name ) RFI HI2 Response ". Please do not provide any information which may be considered proprietary or confidential.
