- RECOVERY - Kofax Capture Full Station Licenses and Software Upgrade Assurance. Solicitation Number: Agency: Department of the Treasury Office: Internal Revenue Service (IRS) Location: National Office Procurement (OS::A:P) Synopsis: RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY WILL ONLY BE AVAILABLE TO: Quality Associates, Inc. (QAI), A SMALL BUSINESS, FOR THE REASONS DESCRIBED BELOW. In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act (ARRA) of 2009 Pub.L.111-5, the Internal Revenue Service (IRS) posts this notice of intent to issue a Request For Quote (RFQ) to purchase (14) Kofax Capture version 7.5 Full Station Licenses and one year of Software Upgrade Assurance (out-year maintenance for each of the 14 licenses). Version 7.5 of the Kofax software is already installed and has been in use at the IRS since 2003. The additional licenses are required for continued support of the Account Management System/Correspondence Imaging System (AMS/CIS) program. The AMS/CIS program uses document scanners to digitize taxpayer correspondence for use by IRS Customer Service Representatives and Tax Examiners in responding to and resolving taxpayer inquiries/issues. With the implementation of the Homebuyer Tax Credit enacted by the ARRA, the IRS has experienced increased volumes of taxpayer inquiries specifically relating to that initiative. The additional licenses will enable more Customer Service Representatives and Tax Examiners to access the AMS/CIS systems and provide the additional assistance required by the increased volume of inquiries. The Licenses and Software Upgrade Assurance will be acquired via a sole source Request for Quote (RFQ) issued on the Federal Business Opportunities website. Version 7.5 of the Ascent Capture software is no longer publicly available. However, Kofax has authorized QAI, a small business, to sell the version 7.5 software licenses to the government. Since QAI is the only responsible source authorized to sell version 7.5 of the software licenses, the IRS does not anticipate receiving other offers. A firm-fixed price contract will be awarded.
