- Solicitation - Understanding Childhood Hunger This is a combined synopsis/solicitation for commercial services. This announcement constitutes the only solicitation. This procurement is restricted to public or private institutes of higher education under the authority of FAR 6.302-3 to establish or maintain an essential research capability. The Food and Nutrition Service, USDA is seeking a public or private institute of higher education to administer a competitive research grant program. This procurement and subsequent grant awards are intended to stimulate new and innovative research on the circumstances underlying childhood hunger and the strategic implications of these findings for USDA's nutrition assistance programs.
