Description
The National Telecommunications and Information Administration (NTIA) and the Federal Communications Commission (FCC or Commission) have entered into an inter-agency agreement in which the FCC is tasked with compiling and analyzing data under the State Broadband Data Development (SBDD) Grant Program. The FCC is responsible for integrating and analyzing state and territory data sets and then creating a conformed dataset that will support semi-annual reporting of broadband availability and performance to NTIA. Here, the FCC requests information from small businesses - that meet the United States Small Business Administration (SBA) small business size requirement for North American Industry Classification System (NAICS) Code 541910 (Marketing Research and Public Opinion Polling) -- that can provide third party mapping and measurement services to capture and report the performance of mobile broadband services in multiple geographic areas of the United States. The FCC is interested in obtaining information about the capabilities of small businesses that have the management, technical, and staffing capability to: • Create a statistically relevant data set representing actual performance of mobile broadband networks delivered to end-users (i.e. users with mobile broadband enabled handsets and data subscriptions) -- across geographies, technologies and providers that can be used as a data set to map or assess availability data and to understand typical performance (i.e., data throughput speeds, reliability, etc.); • Implement a multiple protocol technical solution that measures, collects and reports mobile broadband availability and performance across geographies, technologies and providers on an opt-in, voluntary basis; • Provide web tools for authorized users to access maps and performance data generated from the data collected; • Analyze the data collected to present statistically relevant findings, potentially in a report; and • Provide stringent privacy and confidentiality protections and security for collected data Sources that can provide such services are requested to submit a capabilities white paper that provides the following information: (1) Company Name, Address, and point of contact; (2) Company Size and business classification [e.g. HUB Zone, small, small disadvantaged, small woman-owned, large business]; (3) Key information on your company's management, technical and staffing capabilities to meet the above survey requirements; (4) High-level technical approach to create and implement the type of survey described herein; and (5) Examples of successful survey implementations of similar complexity and scale. The white paper shall be limited to ten (10) single-sided pages with one (1) inch margins and 12 point font size. Graphics and illustrations are included in the ten (10) page limitation. This Request For Information (RFI) does not represent a contract, a promise to contract or a commitment of any kind on the part of the FCC. The Government does not intend to award a contract solely on the basis of the RFI, nor will the Government pay for information received in response to this RFI. Submitted documents will NOT be returned. The objective of this RFI is to obtain market research in order to assist acquisition planning. All proprietary and restricted information shall be clearly marked.
