- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Ocean Services (NOS), Olympic Coast National Marine Sanctuary on a sole source basis from Sea-Bird Electronics. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide evaluation, calibration, repair, and recertification services for proprietary Sea-Bird Electronics equipment owned by the Government. Sea-Bird Electronics was identified by program office as the only source that can meet the technical requirement of this service procurement because the services will be performed on proprietary SBE equipment. No other known vendor can provide these services. The government intends to negotiate a firm-fixed price contract with a period of performance of August 1, 2010 to July 31, 2012. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation, such as the specifications of your product, in writing to the identified point of contact within 10 days after the publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
