Description
NASA/GSFC has a requirement for the use of electronic beam time use.NASA/GSFC intends to purchase the use of the facility of Gaerttner Linear Accelerator atRensselaer Polytechnic Institute IRPI) only. NASA's Radiation Effects and Analysis Group(REAG) requires the use of a low to moderate, energy range (5MeV to 25 MeV) electronsource for the purpose of testing a variety of microelectronic transistors and circuits,including bipolar junction transistors and DC/DC converters. This requirement hasurgency due to the need to determine fault mechanisms that could adversly impact orbitalperformance for mission planning. Testing during August 23 - 27, 2010 and September 7 -10, 2010 is required. The timely need for these tests points to only one acceptablesolution for facility choice: Gaerttner Linear Accelerator at Rensselaer PolytechnicInstitute.Authority is 10 U.S.C. 2304(c)(1) Only one responsible source.This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures.The Government intends to acquire a commercial item using FAR Part 12.This synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 2, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
