Description
The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department Philadelphia Division intends to modify contract N00189-09-P-Z887, a firm fixed price type contract, adding additional work. The modification will consist of a one-year lot beginning September 2010 to September 2011. It is intended to solicit on an Other Than Full and Open Competition basis for the additional work consisting of educational services to develop hybrid courseware and training continuum for threat reduction and emergency response training from Florida Community College Jacksonville (FCCJ) of Jacksonville, FL in support of Naval Education Training Command (NETC). Services will be performed at Naval Education Training Command, Pensacola, FL; and other locations as necessary and directed by NETC. The contract action is for non-commercial services for which the Government intends to solicit and negotiate with only one source (Florida Community College Jacksonville), under the statutory authority permitting other than full and open competition, 10 U.S.C. Section 2304(c)(1), as implemented by FAR 6.302-1, and utilizing FAR 13.5 Simplified Acquisition Test Procedures. The applicable NAICS code is 611699 with a size standard of $7M. FCCJ is considered the only contractor that can provide these specific services within the timeframe required to meet the Navy's emerging homeland security training requirements. This notice of intent is NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all requests within fourteen days after the date of publication of this synopsis. The Government will not pay for information received.
