Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Picarro, Inc. to purchase a Flight Ready CO/CO2/CH4/H2O CRDS Measurement System (Picarro G2401-mc). ***The Sole Source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirement for an analyzer that maintains high linearity, precision, and accuracy. The Picarro Measurement System is the only one that can meet all the specifications shown below: • Simultaneous measurements of carbon dioxide CO2, methane, carbon monoxide CH4, and water vaporH20. • Response time of less than 5 seconds (10-90%) of the expected change in concentration) flowing at 200 cc/min or equivalent response to change in flow rate. • Precision of 0.1 ppm or better for CO2 (5min, 1-sigma) with a drift rate no more than 0.2 ppm per day for CO2. • Precision of 2 ppb or better for CH4 (5min, 1-sigma) with a drift rate of no more than 3 ppb for CH4. • Precision of 5 ppb or better for CO (5min, 1-sigma) with a drift rate of no more than 25 ppb per day for CO. • The analyzer must have a closed cell optical path so it can be calibrated with standard gases of known concentration. • The analyzer must be able to measure 4 species every 10 seconds or alternatively 3 species (CO2/CH4/H20) every 1 second. • The H20 channel of the analyzer will enable correct of wet gas stream to be corrected to dry value CO, CH4 and CO2 to enable accurate correction at the level of 25, 1, and 100 ppb respectively. The delivery is 18 weeks after award. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
