- RECOVERY - This acquisition will be funded in whole or in part by the American Recovery and Reinvestment Act of 2009 (ARRA). This procurement will be conducted as a total Service Disabled Veteran-Owned Small Business Set-aside using NAICS Code 541690 (size standard: is $7.0 M). This an electronic and Information Technology (IT) item and it must meet all or part of the applicable accessibility standards issued by the Architectural and Transportation Barriers Compliance Board at 36 CFR part 1194. See information concerning 508 at the NIST webpage and http://www.section508.gov/. Background: This contract is to support NIST in adapting the NIST conformance test tool for document query and retrieve responses into the NHIN testing environment hosted by DHHS. In support of this contract, the Contractor shall adapt the NIST Query and Retrieve Test Tool to meet conformance requirements and shall adapt the Test Tool such that it can be integrated into the NHIN architecture and test environment hosted by DHHS and assist NIST with the integration. Scope of Acquisition: This pre-solicitation notice is for non-commercial services in the area of Health Information Technology. NIST intends to solicit this acquisition under the procedures set forth in Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The period of performance is anticipated to be less than one year. The Government intends to award a Firm-Fixed Price Contract for this requirement. Pre-solicitation Conference: The Government will hold a pre-solicitation conference for this Acquisition. The pre-solicitation conference will be held by call in only. The scheduled call in date is 27 May 2010 at 10:30 am. The call in # is 1-877-932-2605 and enter passcode 6301271 to participate in the pre-solicitation conference. Availability of Solicitation: NIST intends to post the Solicitation on www.fbo.gov on or about 15 days after this notice is posted. Proposals will be due no later than thirty (30) days after the solicitation is posted on www.fbo.gov. How to obtain Solicitation and Amendments: Potential Offerors will be responsible for obtaining the Solicitation and related Amendment (s) if any, from www.fbo.gov after the Solicitation has been posted. It is, and will continue to be the responsibility of each potential Offeror to monitor www.fbo.gov for any amendment (s), or other information related to the Solicitation. The Government will not be maintaining a mailing list, any communications regarding the Solicitation may only be submitted by e-mail, and should identify the Solicitation number, company name and address, as well as point-of-contact, e-mail address and telephone number. Requirement for active registration in CCR: Each Offeror must have an active registration at www.ccr.gov to be eligible to receive an award under this acquisition.
