- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Vision Systems International (VSI), of San Jose, CA for the seven (7) of each Cable Assy, W4 (P/N-031611A-00) and Cable Assy, W7 (P/N-031613A-00) for the Fast Characterization Tool (FACT) P/N MB559B-02. The total procurement will be for (14) cables, (7) of each of the W4 and W7. This will provide spare assets for the retrofit (NSP) of the FACT unit. The Government intends to procure the above items under the authority of 10 USC 3204 (c) (1), FAR 6.302-1. The Government does anticipate procuring data rights and competitive drawing package for this effort as the Original Equipment Manufacturer (OEM) is unwilling to sell their data rights. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
