- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. This is not a small business set aside. This solicitation number is RFQ1652275 and a solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005- 44. The National Institutes on Drug Abuse (NIDA) on behalf of the National Institutes on Mental Health (NIMH) has a requirement for a DNA Analysis Beadchips Kit. The chips will be used to process 2 DNA samples at over 1,000,000 loci. One (1) of analysis beadchip two samples and 1,000,000 loci with 48 beadchips detecting 96 samples. Offerors will be evaluated on their ability to meet technical specifications. Offerors will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotations are due July 26, 2010 3:00 PM EST and will be submitted electronically to simpsoi@mail.nih.gov, Idella Simpson, Contract Specialist, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
