Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), hereby announces its intent to issue a purchase order to the Society for Mining, Metallurgy and Exploration, Inc. (SME), OneMine, Inc. to procure the Creation of Metadata Overlays and Incorporation of NIOSH/USBM Publications into OneMine.Org. Background: OneMine, Inc. (www.OneMine.org) was created in early 2007 by the Society for Mining, Metallurgy and Exploration (SME). The goal of OneMine is to collect the most relevant and reliable aggregation of technical papers associated with mining and minerals in one, easy-to-navigate internet location. OneMine brings to the internet a uniquely valuable aggregation of the full-texts of high-impact mining research documents. OneMine is a collaborative effort that is placing the world's most comprehensive collection of mining and minerals based research into one location. Additional contributing societies adopted the concept quickly and these societies include American Institute of Mining, Metallurgical and Petroleum Engineers (AIME), the International Marine Minerals Society (IMMS), the South African Institute of Mining and Metallurgy (SAIMM), SME and the Minerals, Metals and Materials Society (TMS). Each of the collaborating organizations has a made substantial contribution to the project. Project Objective: The articles contained in OneMine.org are available in a PDF format. The documents are searchable in OneMine.org through a complex company-owned metadata database. A metadata overlay is created by OneMine.org for each publication and is associated with that publication using OneMine.org's specialized software. The metadata database can only be accessed internally through OneMine.org and is not available for modification to entities outside of OneMine.org. In order to protect the pristine nature of the data and the overall accuracy of the information contained inside of the metadata database, the information is added, updated and reviewed only by OneMine.org personnel. Therefore, to create the required metadata for the NIOSH and USBM publications, this work can only be done by OneMine.org personnel. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing information to Margaret L. Mooney, CDC NIOSH, 626 Cochrans Mill Road, Pittsburgh, PA 15236, Reference 2010-Q-12542. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with SME, OneMine, Inc. 8307 Shaffer Parkway, Littleton, CO 80127 as the only source and a purchase order will be issued without any additional notices being posted. The government intends to exercise option years for this requirement; total period of performance would be two years.
