Description
ERDC Contracting Office intends to solicit sources and pricing under the authority of FAR 13.500 for conduction of high-explosive field tests. Vendor selected is DOUBLE ARROW EXPLOSIVE SERVICES INC. 400 WILLIAMS MINE ROAD, NORTONVILLE, KY 42442-0968. This procurement is being conducted under Simplified Acquisition Procedures --- only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than Wednesday, 21 July 2010 COB, CDST. Oral communications are not acceptable in response to this notice. Interested parties may submit quotes for consideration by the Government to joshua.r.marks@usace.army.mil Please use solicitation number referenced in the subject line. The Geotechnical and Structures Laboratory (GSL) is conducting ongoing high-explosive field testing in support of the Kinetic Energy Penetrator Research sponsored by the Department of Homeland Security (DHS) at a remote test site in Eglin Air Force Base. In order to provide this support, explosives of a particular nature will be required in the August 2010 time-frame to provide mitigation research analysis and to ensure our previous efforts are consistent with our future efforts. Our research requires a specific experimental explosive device. If the threat is not configured exactly like the threats in our previous efforts, the validity of our data could be questionable. The Structural Engineering Branch has used explosives from Double Arrow Explosives Services, Inc. in previous phases of this test series. Their services are a necessity and must be utilized in order for the research data to be consistent and accurate.
