Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with Oregon State University, Central Analytical Laboratory (OSU/CAL), 3079 Ag-Life Sciences Bldg, Corvallis, OR 97331 to provide analysis of a total of 435 soil samples collected from a variety of EPA field site locations in the Oregon Coast and Cascade Mountain Ranges. The samples will be analyzed for rock fraction, bulk density, up to six moisture retention values, and particle size. OSU/CAL previously provided all analysis of soil samples collected under this specific research program which provides a benchmark for analyses performed in this study.Samples need to be processed in the same manner, by the same vendor to ensure quality of data and continuity of service. Having these samples processed by a different vendor at this point in the study would affect the scientific quality of the data, introduce potential systematic bias that may cause erroneous conclusions to be drawn and render the results of analysis useless affecting the outcome of the entire project. Therefore, EPA believes this is the only vendor capable of satisfying the requirement for these particular samples. The circumstance permitting ?other than full and open competition? at this time is FAR 13.501(a), 'sole source'. The anticipated period of performance is a 12 month base period with four (4) additional 12 month option periods (approximately 87 per year). All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this synopsis is to determine if any source(s) exist, therefore, no solicitation (RFQ) is available. Submit response to the U.S. EPA, Attn: Robin S.
