- Sources Sought: Product Manager-Soldier Clothing and Individual Equipment (PM-SCIE) and Natick Soldier Research Development and Engineering Center (NSRDEC) are seeking sources for infrared (IR) retroreflective, flags used as combat identification on military clothing and equipment. The current specification is being revised to improve technical performance and verification methods. The IR Flag shall have the following salient characteristics: (1) Reverse U.S. American flag with stars in upper right corner; (2) Basic material shall be black infrared translucent ink overprinted with patterned U.S. American flag in opaque Desert Sand matching FED-STD-595C color number 23525 or equivalent; (3) Dimensions, 3 inches by 2 inches ( 1/16 inch); (4) Weight, 625 to 925 g/sq yd.; (5) Thickness, 0.085 to 0.105 inches; (6) Flag back shall conform to Type II, Class 1 of A-A-55126. This hook fastener tape shall affix to the IR Flag with a pressure sensitive, high heat resistant, water insoluble adhesive having a peel force of 12 pounds/2-inch width; (7) Specular gloss visual appearance shall be within a range from slightly above semi-dull to dull; and (8) Retroreflectivity shall be minimum of 70 when tested in accordance with ASTM E 810 with a light source resembling PEQ-2a or PAQ-4 viewed with AN/PVS-7 series or PVS-14 series night vision devices at a 5 degree entrance angle. Some desired characteristics are: (1) Retroreflectivity when IR Flag is rotated 30 degrees on vertical axis the coefficient of retroreflection shall be minimum of 60 and rotated when 30 degrees on horizontal axis the coefficient of retroreflection shall be minimum of 50 tested in accordance with ASTM E 810 with a light source resembling PEQ-2a or PAQ-4 viewed with AN/PVS-7 series or PVS-14 series night vision devices at a 5 degree entrance angle; (2) Wet adhesion of hook fastener tape after exposure to distilled water at 70 degrees Fahrenheit for 16 hours then placed in conditioned environment 5 minutes shall be 5 pounds/2-inch width; and (3) Heat aged adhesion of hook fastener tape after exposure to circulating hot air oven at 120 degrees Fahrenheit 2 degrees Fahrenheit for 16 hours then placed in conditioned environment 5 minutes shall be 5 pounds/2-inch. The IR Flags are subject to Berry Amendment 10 U. S.C 2533a. Interested firms shall provide technical data and five (5) production IR Flags for visual review and examination of technical data no later than 6 August 2010 to Ms. Denise Tolliver, U.S. Army Natick Soldier Research, Development and Engineering Center (NSRDEC); ATTN: RDNS-WPW-E; 15 Kansas Street; MacArthur Hall (Bldg 4) Room 225; Natick, MA 01760.
