*NOTE** IF YOU HAVE PREVIOUSLY SUBMITTED INFORMATION TO A SOURCES SOUGHT SIMILAR TO THIS NOTICE FOR THE GENERAL SERVICES ADMINSITRATION IN THE PAST YEAR, PLEASE RESUBMIT YOUR INFORMATION TO BE CONSIDERED AN INTERESTED PARTY. The General Services Administration (GSA), Public Buildings Service (PBS) is seeking to identify the interest of Service Disabled Veteran Owned, 8(a), and HubZone small businesses to repair/replace roofing at the Denver Federal Center, Denver, Colorado and the greater Denver Metropolitan Area. It is anticipated that the Government will compete and award a Multiple Award IDIQ type contract with an estimated total $10,000,000.00 maximum value over a base year with four possible option years ($2,000,000.00 per year). The guaranteed minimum per successful contractor will be an estimated $20,000.00. Information received in response to this notice will be used to make a determination regarding the use of full and open competition or to set aside the procurement as an 8(a), HUBZone, or Service-Disabled Veteran-Owned Small Business (SDVOB). If awarded, this IDIQ contract will provide for the replacement and repair of commercial type roofs on the Denver Federal Center, Denver, Colorado and the greater Denver Metropolitan Area. Included in the repair or replacement of roofs will be any associated roofing items such as expansion joints, cap flashing, roof curbs, etc. All roof replacements will require a "cool roof" type of roofing system. All roof repairs shall match the existing roof system. Current types of roofing systems are as follows: asphalt built-up, modified bitumen (cold applied), EPDM fully adhered, EPDM ballasted, metal roof, composition (shingle) roof, PMMA, TPO, and PVC. The NAICS code for this project is 238160, Roofing Contractors with a small business size standard of $14.0 million. This NAICS code is identified in FAR Subpart 19.10, Small Business Competitiveness Demonstration Program. THIS IS A SOURCES SOUGHT NOTICE ONLY, THIS IS NOT A SOLICITATION. No solicitation exists at this time; therefore, please do not request a copy. If a synopsis or solicitation is released it will be posted in FedBizOpps at www.fbo.gov. It is the potential offeror's responsibility to monitor this website for any postings resulting from this Sources Sought. Roofing companies capable of performing as a prime contractor that meet the requirements stated herein are encouraged to submit capability statements no more than five pages in length. IN ORDER TO BE CONSIDERED RESPONSIVE, CAPABILITY STATEMENTS SHALL INCLUDE ALL OF THE FOLLOWING INFORMATION: 1. Name, address, business size, and annual revenue for the past 3 years. 2. Company status: 8(a), HUBZone, SDVOSB 3. Affiliate information: parent company, joint venture partners, potential teaming partners. 4. Proof of satisfactory past performance on large commercial or Federal building roofing projects exceeding $100,000 in value. Past performance must be within the last five years. Include contract numbers, project titles, contract value, points of contact with phone numbers and a statement to why the project is relevant to this sources sought notice. 5. Statement that prime contractor would be capable of performing at least 25 percent of work (not including cost of materials, supervision, or project management) with its own employees as set forth in FAR 52.219-14, Limitations on Subcontracting. 6. Provide examples of at least three (3) past roofing projects exceeding $100,000 in value and were performed on large commercial or Federal buildings. 7. Demonstrate adequate financial resources to perform the contract or ability to obtain them. 8. State maximum bonding level per contract and aggregate. 9. Experience in managing and coordinating subcontractors necessary to complete contractual requirements of commercial or Federal roofing projects exceeding $100,000 in value. This should include qualified project managers and superintendents with proven experience on similar projects. 10. Ability to provide or obtain necessary roofing construction and technical equipment. 11. Knowledge of and past experience with construction regulations and OSHA safety standards. 12. Statement that the responding contractor does/does not have a local office in the 13. A positive statement of your intention to propose as a prime contractor on any solicitations that may be released as a result of this sources sought notice. All contractors must be registered in the Central Contractors Registration (CCR) database or their offers may not be considered. Contractors can obtain further information on the CCR website at www.ccr.gov. Interested firms having the capabilities necessary to meet or exceed the stated requirements are encouraged to submit responses addressing each of the criteria (1-13) as stated above. All responses shall be submitted to Rhonda Nelson at rhonda.nelson@gsa.gov no later than 10:00 AM, MST, August 15, 2010. Please reference "MULTIPLE AWARD - DFC ROOFING" in any response. This sources sought notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. A Contracting Officer's determination will be made to set any projects aside, resulting from this notice, for small or disadvantaged businesses from the qualified sources submitted from this request; therefore, all interested firms are encouraged to submit a response. All firms responding to this sources sought notice are advised that their response to this notice will not be considered for award, all interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.
