Description
The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science, intends to award a sole source contract to Applied Biosystems, LLC, and 850 Lincoln Center Drive, Foster City, CA 94404. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The purpose of this acquisition is to purchase from Applied Biosystems, LLC two (2) atmospheric pressure photonionization (APPI) systems, tow (2) instrument benches with gas generators, and tow (2) dedicated nitrogen generators. The APPI system (Photospray Kit)is an ionization interface designed specifically for API 4000,API 5000 and API 5500 series mass spectrometers. The estimated period of performance for this acquisition is 90days from the date of the order is placed. Applied Biosystems, LLC, is the only organization that is capable of meeting the Government's requirement because they are the only vendor of the Photospray Kit and no other APPI source is known of that is compatible with the aforementioned instruments. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the Applied Biosystems, LLC. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications to provide the services to Sondra Page via email ONLY at SJPage1@cdc.gov with the solicitation number 2010-Q-12558 referenced in the subject line NO LATER THAN August 5th, 2010. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
